The Fairfax-Falls Church Community Services Board (CSB) is hiring a Behavioral Health Supervisor for the position of Drug Court Coordinator supporting the efforts of Diversion First through direct support of the Fairfax County Circuit Court. Coordinates with State Probation, the Public Defender's Office, treatment providers and the Commonwealth Attorney's office. As Drug Court Coordinator, you’ll be a part of a team of diverse professionals helping individuals who have had contact with the criminal justice system transform their lives and achieve recovery.

The Drug Court Coordinator provides oversight and manages the team dynamics of the drug court team; ensures drug court team members adhere to identified functions, philosophy, and performance standards; oversees client data; remains informed regarding budgetary concerns of the drug court and coordinates services from each discipline in a manner that is most therapeutic to the drug court participant. Must work independently and is required to have sound judgment and a high degree of professional skill. Being an employee of the Fairfax Falls Church Community Services Board the Drug Court Coordinator reports to the CSB Behavioral Health Manager on all employment/staffing related issues. For all Drug Court policy, procedure and programming issues, the Drug Court Coordinator reports directly to Drug Court Judge.

May conduct individual, group, and family therapy and testify in court. Must maintain detailed documentation in an Electronic Health Record meeting state, local and federal performance contract and licensing expectations.

  • The CSB recognizes that staff competence speaking a variety of languages is necessary to meet client needs. A foreign language skills stipend of up to $1300/year (full-time) may be given for qualified bi-lingual employees.

  • To recognize and reinforce the importance of professional development and enhance future recruitment of licensed professionals, if approved, the licensure supervisors will receive a stipend of $1,500 paid out biweekly over a 12-month period whether for one or more Department of Health licensure candidates.

  • Service provisions are based on client and program need. In response to the COVID-19 Pandemic, some positions offer services via telehealth for non-acute services. Other positions offer limited opportunities for telework. Teleworking options may vary by position.

Illustrative Duties

  • Provides staff supervision for all clinical aspects of the program;
  • Plans, assigns, and reviews work of team members;
  • Interviews and selects candidates for various positions;
  • Performs complex evaluations and makes independent diagnoses using Diagnostic and Statistical Manual of Mental Disorders and International Statistical Classification of Diseases and Related Health Problems (ICD) - 10;
  • Provides individual, family and group treatment;
  • Provides assessment and treatment services to individuals presenting a wide variety of emotional, social, and mental disorders over a range of severity;
  • Consults with professionals on a variety of problems including delivery of needed services for clinically complex cases;
  • Provides liaison to community agencies to facilitate communication and service provision for individuals requiring multiple services;
  • Develops and implements program activities and services, including training and educational activities;
  • Under direction, develops and implements a specialized program which is designed to maximize the effectiveness and efficiency of service provision;
  • Supervises day-to-day program operations;
  • Promotes awareness of program services through presentations;
  • Develops and monitors program's policies and procedures;
  • Ensures that program is in compliance with applicable federal, state, and local policies, regulations, and statutes;
  • Mediates and facilitates inter-and intra-program issues needing a systems perspective;
  • Plans, recommends, and executes quality initiatives related to mental health standards;
  • Provides crisis stabilization and crisis management.


Required Knowledge Skills and Abilities

  • Knowledge of major schools of treatment inclusive of substance abuse prevention and treatment methods/techniques;
  • Core skills in motivational interviewing and cognitive behavioral therapies;
  • Knowledge of alcohol and/or drug addiction and the physiological and psychological effects;
  • Demonstrated case management skills;
  • Ability to evaluate the severity of individuals' substance use, psychiatric symptoms, and impact on daily functioning; and implement commensurate level of treatment and support;

  • Ability to establish rapport and maintain effective relationships with individuals receiving services and the individuals and families who support them;
  • Ability to prepare, produce, and conduct program presentations;
  • Ability to develop, implement, manage, and evaluate programs;
  • Ability to supervise and train service professionals;
  • Ability to successfully perform as a team leader/member;
  • Ability to evaluate performance, provide feedback, coach, correct, and implement personnel procedures;
  • Ability to function independently in high stress situations;
  • Ability to develop and maintain effective working relationships with subordinates, co-workers, supervisors, public and private sector organizations, community groups, and the general public;
  • Ability to maintain records and prepare reports.


Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from an accredited college with at least a master's degree in social work, psychology, counseling, or nursing plus three years of clinical experience or a doctoral degree in psychology, social, counseling or nursing plus one year of clinical experience.
Must be eligible to be licensed to practice in the Commonwealth of Virginia in one of the following: Licensed Clinical Social Worker, Licensed Professional Counselor, Clinical Psychologist, Licensed Marriage and Family Therapist, Licensed Substance Abuse Treatment Practitioner or Clinical Nurse Specialist.

CERTIFICATES AND LICENSES REQUIRED:
Contingent upon the area of assignment, some positions within this class may require specific certification(s) prior to employment and/or the ability to acquire necessary certification(s) within a specified time period following employment. The certifications are identified in the position description and employment advertisement .

  • Licensed to practice in the Commonwealth of Virginia in one of the following:
    • Licensed Clinical Social Worker,
    • Licensed Professional Counselor,
    • Clinical Psychologist,
    • Licensed Marriage and Family Therapist,
    • Licensed Substance Abuse Treatment Practitioner or
    • Clinical Nurse Specialist
  • Valid driver's license with fewer than six demerit points (or equivalent in another state) and must be maintained throughout employment with Community Services Board.
  • CPR/First Aid (Required within 3 months and maintained throughout employment )
  • Medication Administration Assistance (VA) (Required within 3 months)
  • MANDT (Required within 6 months and annually thereafter )

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter. Requires a National Provider Identifier.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies).

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  • At least one year of experience providing behavioral health services in community settings.
  • Experience working within the Criminal Justice System (ex: Specialty Courts, Jail, Probation)
  • Experience with providing behavioral health services to individuals receiving treatment with Mental Health Disorders, Substance Use Disorders (SUD) and/or Co-occurring disorders (COD).
  • Experience with and ability to interpret and follow work processes and procedures; work well with other service agencies; and work well in a team environment.
  • Strong organizational and time management skills; and strong clinical skills and abilities.

PHYSICAL REQUIREMENTS:
Position requires work in the Adult Detention Center (ADC) which is not barrier free. Ability to walk significant distances within multiple buildings, climb stairs and respond to physical requirements necessary to comply with security and safety regulations. Ability to attend off site meetings and training; communicate effectively orally and in writing and observe, process, and document clinical information. Ability to access, input, and retrieve computer data. All duties performed with or without reasonable accommodations.
