Clinical and Emergency Services Administrative Manager

The Clinical and Emergency Services Administrative Manager oversees all administrative support functions necessary to achieve excellent clinical service delivery within the Division of Clinical and Emergency Services. As a member of the Division’s management team, this position will work directly with the Division’s clinical team leaders to oversee, manage, and develop efficiencies in service provision, outcome data, budgets, quality assurance and fiscal reporting processes. This position will also inform and manage the talent acquisition process for the Division.

The Opportunity
This position serves as a key manager in the Division of Clinical and Emergency Services, a service division within the Department of Community and Human Services. The Division provides behavioral health services to Alexandrians with mental health and substance use disorders, as well as development disabilities. As a safety net provider of critical behavioral health services in the City of Alexandria, the Division employs over 80 professional staff, all dedicated to helping Alexandrians live healthy, meaningful lives. The Administrative Manager oversees the support functions necessary to ensure the clinical work of the Division is of the highest quality, working side-by-side the clinical managers to implement critical projects, manage talent acquisition, and create and manage systems necessary to ensure program efficiency and efficacy.

Responsibilities include:
  • Directs the Division’s administrative functions necessary to support high quality clinical care;
  • Serves as the Division’s liaison with Department support teams as well as City support services;
  • Works directly with clinical team leaders on implementing and managing critical initiatives including Marcus Alert, primary healthcare integration, grant reporting, etc.
  • Coordinates Talent Acquisition for the Division; works closely with the Department’s Human Resource Team and serves as the Division’s manager on talent acquisition, including facilitating significant aspects of the recruitment, hiring and onboarding process;
  • Manages and analyzes all data and outcome measures for the Division’s clinical services; provides insight and suggestions to senior leadership on areas of improvement;
  • Maintains and monitors program budgets and expenditures; works closely with DCHS Fiscal staff;
  • Ensures all Division policies and procedures are maintained and updated as needed; works closely with DCHS Quality Assurance staff;
  • Identifies operational problems when they occur and develops and/or implements recommendations for change to resolve issues;
  • Serves on DCHS Quality Assurance Committee, Policy and Procedure Committee, EHR committee, and others;
  • Manages IT and other technical needs of Division staff; works closely with DCHS Information Technology staff;
  • Manages the Division’s contracts process, serving as a liaison between subject matter experts and the Department’s Contract Manager;
  • Assists Division managers with research and preparation of presentations and other special projects;
  • Other duties as assigned.

Minimum & Additional Requirements

Four-year college degree; completion of college level courses in public or business administration or the equivalent; three years of experience in program evaluation, program analysis or policy development work; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Master’s Degree in Public Health, Business or other related field; at least three years of increasingly responsible management experience; demonstrated ability toplan, execute and manage projects such as grant management, analyzing and improving service outcomes; two years of experience working in a human resource or related support service function; experience working with electronic health records; experience creating and managing budgets; technical experience creating professional presentations and spreadsheets; proficiency in the use ofcomputer-based software to manage data and develop tracking processes to manage budget, service outcomes and other critical deliverables.
