Summary

The Senior Advisor for Human Capital Data Management and Analytics within OPM Human Capital Data Management Modernization (HCDMM). The incumbent is a direct report to the HCDMM Executive Director and serves as the senior advisor in providing authoritative guidance and assistance to the HCDMM Executive Director, HCDMM senior staff and OPM officials on technology modernization efforts related to data management and analytical capabilities.

Responsibilities

  • Participates with the top-level HCDMM staff, including the Executive Director and Chief Data Officer, in formulating the policies and programs to support HCDMM mission delivery;
  • Leads cross-HCDMM and cross-OPM projects that drive policy, operational or service delivery improvements associated with improved data management or analytical capabilities;
  • Studies and supports implementation of new and established Federal mandates and regulations that impact Agency data management and analytical capabilities and service delivery;
  • Serves as a Subject Matter Expert for critical internal OPM and HCDMM data assets and analytical capabilities related to the Enterprise Human Resource Integration ? Statistical Data Mart and the electronic Online Personnel Folder;
  • Conducts briefings to negotiate and persuade agency officials to engage with HCDMM approaches to agency wide data management and analytics, in coordination with the Chief Data Officer.

Qualifications

As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

All applicants must have 1 year of specialized experience. Specialized experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively.

MANDATORY QUALIFICATIONS (MQs): Address each of the following MQ's (TQs and SPQs) separately. MQ Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications.

TECHNICAL QUALIFICATIONS (Maximum of 1 page per TQ):
1. Extensive knowledge of, and demonstrated experience with, the principles, procedures, and tools of data management, such as: modeling techniques, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes.
2. Demonstrated experience overseeing enterprise data analytics. This includes experience creating and scaling operations, managing consultancy units, and promulgating data governance and analytics policies and best practices to leverage data for maximum business value.
3. Demonstrated skill in HC data management governance, HC data analytics, and techniques and strategies for building data utilization tools for the purpose of promoting evidence-based decision-making.

Senior Professional Qualifications (SPQs) (Maximum of 1 page per SPQ):
1. Partnering: Ability to develop networks and build alliances, engage in cross-functional activities; collaborate across boundaries, and find common ground with a widening range of stakeholders. Utilize contacts to build and strengthen internal support bases.
2. External Awareness: Demonstrated experience in understanding local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment.
3. Communication: Ability to make clear and convincing oral presentations to individuals or groups; listen effectively and clarify information as needed; facilitate an open exchange of ideas and foster an atmosphere of open communication. Ability to express written facts and ideas in a clear, convincing and organized manner.
