Summary

This position is located in the Telecommunications Access Policy Division of the Wireline Competition Bureau.

FCC is currently teleworking on a full time basis. If/when mandatory telework should end, you may be required to report to Washington, DC FCC Headquarters.

Relocation expenses will not be paid.

Responsibilities

As Attorney Advisor for the Telecommunications Access Policy Division, the incumbent will be responsible for the following duties and responsibilities:
  • Provides legal advice and services at the highest level of responsibility on projects involving extremely complex and difficult legal, factual, and policy issues.
  • Plans and provides direction for broad policy planning, policy review, or rulemaking proceedings and inquiries.
  • Formulates policy statements, proposed Commission decisions, proposals for modification of regulations or enactment of new regulations and position papers.
  • Initiates rulemaking proceedings on major policy matters; reviews and recommends action on petitions for rulemaking submitted to the Commission.
  • Develops criteria for implementation of Commission decision and presents guidelines for staff actions; directs the work of teams to develop detailed programs.
  • Reviews notices of rulemaking or inquiry, proposed Commission orders, and decisions initiated by other Bureaus and/or Divisions to ensure consistency in policy.
  • May represent the Division in conferences with representatives of industry and government.

General Experience: None

Professional Law Experience: Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

Specialized Experience: Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Applicants must have a minimum of one year of specialized experience in or equivalent to the next lower grade level in the Federal service.

For GS-14: Applicants must possess at least three years of professional law experience and at least one year of that experience must be specialized experience at or equivalent to the GS-13 level in the Federal Service. For this position, specialized experience includes the following:

1. conducting legal research and preparing legal documents;

2. developing research strategies for complex legal issues;

3. writing complex documents such as briefs, issue papers, orders, rulemaking items, and report summaries with analyses and recommendations;

4. making oral presentations, communicating legal research results, and defending legal positions, and

5. experience providing legal guidance to attorneys and other professionals.

For GS-15: Applicants must possess at least four years of professional law experience and at least one year of that experience must be specialized experience at or equivalent to the GS-14 level in the Federal Service. For this position, specialized experience includes the following:

1. overseeing and/or leading others in analyzing complex issues affecting federal regulatory matters and questions of law and fact and rendering opinions on such issues;

2. directing and conducting in-depth, complex legal research on authorities and precedents on points of law;

3. reviewing and analyzing pleadings and other position papers on controversial and complex issues;

4. writing and directing others in writing detailed and complex documents including briefs, issue papers, reports, policy statements, and summaries with recommendations or conclusions; and/or

5. providing legal guidance to attorneys and other professionals.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Education

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

You will be evaluated for this position on the following evaluation criteria:

For GS-14:

- Skill in written communication sufficient to prepare complex legal and policy documents.

- Skill in oral communication sufficient to pursue legal issues against opposition.

- Ability to conduct legal research and present results of research.

- Ability to review and approve work of other attorneys.

For GS-15:

- Knowledge of policies, rules, and regulations governing telecommunications policy issues.

- Skill in oral communication to interact with individuals at all levels of authority inside and outside of the organization.

- Skill in written communication to prepare a variety of complex legal and policy documents (e.g., notices of inquiry, notices of proposed rulemakings, orders, etc.).

- Experience advising on legal and policy issues.

- Ability to provide leadership to other attorneys and professionals in meetings or discussions of telecommunications policy proceedings.
