The Office of the Chief Financial Officer (OCFO) is responsible for the financial leadership of NOAA, and its primary duty is to uphold strong financial management and accountability while providing timely, accurate, and reliable financial information and enhancing internal control.

Responsibilities

The NBO Director is responsible for all NOAA budget operations: providing centralized guidance and control of budget activities at all levels of operations; maintaining overall NOAA appropriation, apportionment, obligation, outlay, and cost control; coordinating reprogramming submissions; overseeing the entire process in developing the annual NOAA budget submissions; and reviewing budget performance for bureau sub-units. The incumbent is also responsible for:
  • Developing and/or overseeing the implementation of programs and processes that ensure robust monitoring of financial transactions and budget execution to achieve complete compliance with applicable laws and regulations as well as internal and external policies. Adopting adequate measures to address anomalies and eliminate/mitigate risk of future non-compliance.
  • Anticipating the effects of legislative and administrative changes, initiatives, policies, procedures, and customer requirements; and developing effective, legally-compliant, fully responsive budget formulation strategies to provide for implementation of programmatic priorities.
  • Overseeing accurate allocation of costs among budget accounts and evaluating proposals for reprogramming of funds, advising leadership on all appropriate compliance measures, and ensuring that approved transfers of budget authority between budget accounts is consistent with reprogramming regulations.
  • Instituting methodologies, organizational practices, and processes to ensure audit readiness and accuracy, consistent with applicable U.S. Government generally accepted accounting principles and prescribed departmental accounting policies and procedures.
  • Advising senior leadership on the entire range of budgetary and financial matters, including internal control measures, and building consensus among executives, senior managers, and internal or external stakeholders regarding strategies that contribute to more efficient allocation of resources.
  • Developing and overseeing programs and services related to NOAA budget execution and reporting financial issues. Supporting NOAA's strategic planning process by helping to define financial resources needed and likely to be available in the near and long term.
  • Tracking NOAA's performance measures and Government Performance Results Act (GPRA) Modernization Act requirements.
  • Evaluating the adequacy of budget operations, adherence to established policy, the need for changes in overall direction, and initiating such changes in accordance with CFO policy.
  • Developing NOAA's multi-year budget submissions to the Department, OMB, and Congress, and guidance and procedures for budget planning, formulation, and presentation processes:
    • Overseeing development of annual budget request narratives and supporting documentation for consideration within the Executive and Legislative Branches, including detailed program and initiative descriptions, financial exhibits, briefing materials, and policy papers.
    • Overseeing development of appeal statement for all phases of the budget formulation pass-back cycles, which involves developing proposals and briefings for internal realignment of funds, analyzing appeals, and providing recommendations that support NOAA's priorities.
    • Monitoring and maintaining funds control tables for all phases of the budget formulation process. Developing summary documents and exhibits that outline budget issues for NOAA's senior management.
  • Planning for current year and out-year funding shortfalls. Reviewing all funding accounts and financial operations, and developing implementation plans to mitigate possible funding reductions and reallocations. Developing tables, reports, and exhibits for senior management.
  • Providing policy level authoritative representation to intergovernmental meetings concerning NOAA interests in the area of financial management, budget, and financial systems, including:
    • Serving as the primary point of contact to work with and negotiate resolutions to recommendations from the Office of the Inspector General, Government Accountability Office, and OMB.
    • Testifying before Congressional committees. Serving as NOAA's point of contact with House and Senate Appropriations Committees, the Department, OMB, and Congressional staffers. Ensuring effective liaison with these committees and developing strategies. Coordinating the preparation of Congressional briefing materials and responses to other inquiries on specific NOAA program and budget issues to justify and defend NOAA resource requests and advance the interests of the Agency.
    • Collaborating with officials of the Department and other bureaus on problem areas and providing official NOAA representation at meetings and councils dealing with budget matters. Resolving difficulties and avoiding potential problems, negotiating budgetary agreements, and clarifying issues to reach agreement on overall strategies, requirement plans, and schedules for the NOAA budget.

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

Qualifications

To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below and the educational requirement. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. SES Executive Core Qualifications (ECQs):

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Professional/Technical Core Qualifications (PTQs):

PTQ 1 - In-depth knowledge of and experience with budgeting; reporting concepts and principles; implementing performance measurements; and establishing budget and financial management policies for a large and complex organization.

PTQ 2 - Knowledge of current and emerging issues and developments in the budget and financial and business fields, including a knowledge of an ability to apply innovative financial management techniques.

PTQ 3 - Ability to relate budget and financial management objectives to operations outside the financial management chain of command, and to foster communication, cooperation, and collaboration within and outside this chain of command in support of those objectives

Background Investigation: This position is designated as Secret Clearance and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (OGE-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.

COVID 19 Telework Status: The physical worksite for this position is located in Silver Spring, MD. However, the NOAA Office of the Chief Financial Officer is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when NOAA Office of the Chief Financial Officer moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor.
