Summary

The primary purpose of the position is to serve as a Loan Production (LP) technical expert in the administration of the Department of Veterans Affairs (VA) Home Loan program. The Organizational Location is the LP section with the Regional Loan Center (RLC). RLC's jurisdiction encompasses the entire United States and its territories; involving wide and varied geographical, economic, social, and influences, which have significant effects on the real estate and mortgage lending industries.

Responsibilities

Major Duties:
The incumbent will work as a member of the Loan Production section in a Regional Loan Center (RLC). The incumbent will monitor the performance of mortgage loan originators for VA-guaranteed loans in accordance with Title 38, USC to protect the interests of the U.S. Government. Duties include, but are not limited to:
  • Conducts training and outreach with individual lenders throughout assigned areas to survey operations and meet with underwriters, processors, loan originators, and loan closers/shippers to ensure they are complying with laws, regulations and all VA Home Loan program directives.
  • Responsible for completing in-depth post guaranty loan reviews.
  • Decides what needs to be done by identifying the nature of the problem, question, or issue; determining the need for obtaining additional information through oral or written contacts or by reviewing regulations and manuals.
  • Reviews VA loan applications and closings in order to detect procedural or technical errors and brings errors noted to the lender's attention for correction.
  • Makes eligibility determinations and issues COEs.
  • Guides, counsels, and instructs program participants on aspects of the VA Home Loan program through personal and/or written contacts.
  • Underwrites highly complex loan applications submitted to VA on a prior approval basis.
  • Drafts responses to correspondence from various stakeholders.
  • Collects, researches, analyzes, interprets, retrieves, and inputs data for/from a variety of computer systems utilized in LP.
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2021.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience and/or education as described below:
    For the GS-11, you must have one (1) year of specialized equivalent to the GS-9 grade level in the normal line of progression for this position.
This experience must meet the IOR below.
    IOR for specialized experience is experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.

You may substitute the IOR specialized experience for the IOR educational requirement.
    Education: Applicants may substitute education for the required experience. To qualify based on education for the GS-11 grade level you must have:
    IOR for education: Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
GS-11: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree with major study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

    Combination: Applicants may also combine education and experience to qualify at this level. To calculate, first identify the percentage of education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. You still must meet the IOR for the specialized experience and education when using the combination to qualify.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work performed is usually sedentary, but does involve walking, bending, lifting and carrying objects weighing up to 50 pounds, and the operation of a motor vehicle.
