Summary

About the Position: This Construction Control Representative serves as a Quality Assurance Representative by performing administrative and technical work in support of military and/or civil works construction projects.

This is a developmental position - Full Performance Level is at the GS-11 level.

Responsibilities

  • Review contractors? safety and technical submittals, environmental and quality control plans and progress charts, making recommendations of approval/disapproval
  • Liaison between Contractor, Area office, using Agency, and District Headquarters for matters including, but not limited to contract administration, plans and specifications, field changes, quality control and inspections.
  • Review work progress to determine schedule efficiency, noting hindrances, such as field conditions requiring change in plan, faulty construction, defective material, or contention by contractor that work required is beyond that included in contract.
  • Document information on which pay estimates are based, such as progress reports and daily work logs.
  • Manage a group of military and/or civil works constructions projects by performing administrative and/or technical work in support of all active contracts.

  • DRIVER'S LICENSE - The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • DAWIA - At the GS-11 level, this position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level II. Certification is required within 24 months of appointment.
  • MANAGEMENT DIRECTED REASSIGNMENT - Project assignments may vary location from the Area Office which may require a Permanent Change of Station (PCS) move through a Management Directed Reassignment.
  • FINANCIAL DISCLOSURE - At the GS-11 level, this position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience for the GS-09 level: One year of specialized experience which includes 1) Reviewing plans to ensure conformity with project requirements such as locality and field conditions, and/or to correct obvious deficiencies; 2) Serving as liaison between multiple organizations to fulfill construction project administration; AND 3) Monitoring contractor quality control compliance and/or safety program.

Two full years of graduate education or a master's degree in a field of study directly related to the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08).
Time in Grade Requirement for GS-10: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).

Education
