This position is located in the Office of Administration (ADM), Acquisition Management Division (AMD). The supervisor is Nicole Stevenson. The position is Non Bargaining Unit. This position is subject to Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements.

The successful candidate will perform the full range of supervisory Branch Chief duties within the Office of Administration, Acquisition Management Division, Operations Branch A.

Such duties include but are not limited to:
  • Supervises personnel and activities of the branch in the execution of acquisition and financial assistance requirements for the NRC.
  • Assigns and reviews work of branch staff, some of whom may have warrants. Establishes and maintains portfolios in the branch, as appropriate. Provides general direction and guidance to branch staff. Ensures that branch staff follow applicable laws, regulations, policies, and procedures in executing their assigned actions
  • Facilitates staff participation in organizational effectiveness and leadership activities. Participates in the review and improvement of work methods and organizational structure.
  • Provides counsel and instruction to individual employees on matters relating to career planning, training, and administrative matters. Ensures that staff receive appropriate training to obtain and maintain FAC-Contracting and/or grants certifications.
  • Establishes and maintains effective working relationships with stakeholder organizations within the NRC and at other government agencies.

    In order to qualify for this position, in addition to the educational requirements, you must have at least one year of specialized experience at the next lower grade level (GG-14) in the Federal service or equivalent experience in the private or public sector.

    Applicants must possess an active FAC-C Level III certification and provide a copy of the certification to be considered for the position.

    The ideal candidate will be able to demonstrate the following:
  • Ability to manage, supervise and/or lead a staff of Contracting Officers, Contract Specialists, and workload, as well as assigned personnel.
  • Knowledge of the principles and techniques of acquisition, with experience in contracting and procurement adequate to assure that all contractual actions are consistent with the laws, Executive Orders, regulations, and policies governing Federal procurement to provide guidance within an organization, and to make sound decisions on all contractual matters.
  • Ability to provide leadership to staff to encourage participation and feedback to enhance the effectiveness of your work unit.
  • Ability to use knowledge of federal procurement training requirements, in combination with tact, diplomacy and negotiation skills, to communicate to staff the importance of and necessary actions related to career planning, training and administrative matters (i.e. human resources).
  • Ability to maintain effective working relationships and address and resolve conflicts or concerns raised by stakeholders, internal and external to the NRC.

  • SPECIALIZED EXPERIENCE is defined as: experience that demonstrates comprehensive knowledge of the Federal Acquisition Regulation (FAR) and applicable Agency regulations, policies and procedures relating to procurement which are sufficient to enable immediate grasp of implications of actions taken and proper means of accomplishing Agency mission within procurement statutes and regulations.

    You must have completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management OR occupied a Contract Specialist, GS-1102, position on January 1, 2000
