Summary

Although the position is advertised equivalent to SES/SL in pay, MCC uses a pay banded system to compensate employees. This position is pay band MC-2C which is generally equal to SES/SL pay only.

Responsibilities

As a key member of the Office of the Chief Executive Officer (OCEO) management team and MCC senior staff, the CIO serves as an executive advisor and subject matter expert to the DCEO and senior managers on translating information technology (IT) programs, operations, policies and requirements, as well as the Chief Privacy Officer for the corporation. The CIO also:
  • Provides executive-level recommendations, guidance, and support to the DCEO and senior staff with responsibility for the planning, formulation, adoption, and execution of policies, objectives, and goals relating to IT infrastructure and services including cybersecurity.
  • Provides managerial direction for the maintenance, operation and future development of information systems and applications.
  • Ensures compliance with all applicable federal laws, such as the Clinger-Cohen Act, e-government initiatives, etc.
  • Oversees and establishes cybersecurity mitigation measures, disaster recovery and business continuity operations policies and processes for headquarters and overseas. Identifies IT vulnerabilities and weaknesses, develops and implements plans to mitigate and recover from potential breach in system security.
  • Establishes a robust crisis communication channel where risks are tracked and reported through regular notifications, updates and communication strategies.
  • Formulates and develops long range IT policies and guidelines. Serves as MCC's IT expert on oversight of national programs with precedent setting issues.
  • Oversees strategies associated with the hiring, training, and professional development of staff in the Office of the CIO (OCIO) to make sure a fit-for-purpose and high-performing team is in place.
  • Fosters a positive work environment where groups and individuals can successfully complete complex tasks, develop and/or champion new ideas.
  • Performs administrative and human resource management functions for staff as assigned; ensures a continuing affirmative application of MCC policies concerning equal opportunity.
  • Performs other duties as assigned.

Qualifications

To qualify for pay band 2C, the successful candidate must also meet the following:

Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band MC-2C (GS-15) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: serving as an executive advisor and subject matter expert to senior managers on the planning, formulation, adoption, and execution of policies, objectives and goals relating to IT infrastructure and services including cybersecurity; applying IT systems security principles, concepts, and methods to develop long-range plans that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities; directing large inter-governmental information technology projects and managing budget, contract, and procurement activities for an information technology program. Note: This experience MUST be well documented within your resume or application.

Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 3A or GS-15 to be eligible for MCC pay band 2C.

  • Due to COVID-19, the agency is operating in a state of maximum telework and most employees are teleworking full-time. Consequently, you will start your work in a temporary telework status and in a virtual environment. Your temporary telework arrangement will remain in effect until the agency informs you that MCC is open and operational for all staff. MCC will provide as much advance notice as possible before you may be required to report to MCC's office space. MCC has and will continue to offer flexible work arrangements.
  • RECRUITMENT/RELOCATION BONUS may be authorized for this position. If you are not a current federal employee this position may authorize a one time Recruitment bonus to be paid over a specified period. Selected individual will be required to a sign service agreement prior to receiving any bonus payments.
  • If you are a current federal employee this position may authorize a one time Relocation bonus to be paid over a specified period. Selected individual will be required to a sign service agreement prior to receiving any bonus payments.
    Selectee may qualify for credit toward annual leave accrual, based on prior work experience.
