Responsibilities

The General Counsel's Office (GCO) is a critical component of EOUSA in the Department of Justice, responsible for providing a full range of legal advice and legal services to the 94 USAOs throughout the United States, Guam, Puerto Rico, and the Virgin Islands.

If selected for this position you will serve as a Supervisory Attorney Advisor in one of the two Deputy General Counsel positions in EOUSA General Counsel's Office (GCO). You will exercise a broad range of supervisory responsibilities over a staff of senior attorney advisors and support personnel responsible for carrying out the functions of the office.In addition to your supervisory duties, you will be responsible for:
  • Advising the General Counsel; the Director, EOUSA; and Senior Leadership in EOUSA and DOJ on various legal matters.
  • Serving as a liaison between Department of Justice components and the U.S. Attorneys' offices.
  • Providing expert legal advice and counsel to the EOUSA Director and EOUSA Staff, and the United States Attorneys and their management staff, to assist them in managing their offices to perform their important Justice mission. This advice and counsel will include opinions on the interpretation, intent, and applicability of Federal laws, regulations, and programs in the assigned area(s) of law, such as Government Standards of Conduct, employment, fiscal, and EEO.
  • Overseeing the drafting of legal opinions; analysis of statutes, administrative rules, and regulations; and provision of other guidance in assigned area(s) of law.
  • Overseeing employment litigation conducted by GCO assigned attorneys who are representing the agency in administrative litigation and other proceedings, including EEO complaints, MSPB appeals, OSC complaints, and assisting in Federal court proceedings.
  • Developing and/or revising pertinent portions of the Justice Manual and/or the United States Attorneys' Policies and Procedures, as well as other EOUSA guidance.
  • Initiating and maintaining liaison and effective communications with EOUSA management, United States Attorneys and their staff, Department officials and other federal agencies.

Responsibilities will increase and assignments will become more complex as your training and experience progress.

Security Requirements: Initial appointment is conditioned upon a satisfactory preemployment adjudication. This includes fingerprint, credit and tax checks, and drug testing. In addition, continued employment is subject to a favorable adjudication of a background investigation.

Residency Requirements: Assistant United States Attorneys generally must reside in the district to which he or she is appointed or within 25 miles thereof. See 28 U.S.C. 545 for district-specific information.

Required Qualifications:
Applicants MUST possess a J.D. Degree,
Be an active member of the bar* (any jurisdiction), and

To qualify at the GS-15 grade level applicants must have at least 5 years post J.D. legal or other relevant experience to qualify. Qualifying experience is defined as experience with at least three of the following areas: Standards of Conduct and Ethics, Federal Employment Law, Equal Employment Law, and/or Administrative Law.

Preferred Qualifications: The ideal candidate will have at least two years of experience as a supervisory attorney. In addition, the ideal candidate will have at least 10 years post J.D. legal or relevant experience in at least three of the legal areas listed above; demonstrate sound judgment, leadership ability, a strong work ethic, and persuasive written and oral advocacy skills. Significant litigation experience and detailed knowledge of the mission, organization, statutory obligations, functions, procedures, practices, and priorities of the Department of Justice, EOUSA and the USAOs is desirable.

United States citizenship is required.

COVID-19 Vaccination Requirement : As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the agency, if after November 22. The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.

Due to COVID-19, if selected, you may be expected to telework for an undefined period under the Department's evacuation authority, even if your home is located outside the local commuting area. Employees in this status may be notified of a requirement to report in person to the component workplace with an advance notice of not less than 30 days. Prior to a requirement to report to the workplace, employees may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the component's telework policy.

You will be evaluated for this job based on how well you meet the qualifications above.

Evaluation Method: Once your complete application package is received, it will be reviewed to ensure you meet all job requirements. An attorney interview panel will then review all qualified applicants and make recommendations for invitation to interview. You will be notified if selected for an interview.

The Occupational Questionnaire will take you approximately 20 minutes to complete.
