Summary

This position is located in the Department of Policy and Evaluation (DPE), Millennium Challenge Corporation (MCC).

Although the position is advertised equivalent to GS-14/15, MCC uses a pay banded system to compensate employees. This position is pay band 3b/3a which is generally equal to GS-14/15.

Responsibilities

  • Develops operationally-relevant ways of integrating the economics of gender, climate, and fiscal risks and contingent liabilities from public private-sector partnerships and blended finance transactions in infrastructure into MCC Compact/Threshold program and project designs.
  • Analyzes the primary constraints to growth and the economics and policy frameworks in the sectors under consideration, and makes recommendations on sector requirements and reforms that will stimulate both public and private investment and optimize impact on productive assets.
  • Evaluates proposals of eligible countries and analyzes the quality of the economic logic in compact proposals including the potential impact on growth, implicit subsidies, economic return of proposed projects, and quantitative reasoning behind economic development proposals.
  • Develops and coordinates economic analysis plans for country compacts. Analyzes accountability data and keeps abreast on the extent to which compacts raise the economic growth of developing countries. Recalculates economic rates of return resulting from changes in projects due to unforeseen economic or other conditions.
  • Develops or makes necessary revisions to models (e.g., cost-benefit analyses, beneficiary analysis, etc.) that are complex and requires a sophisticated application of economic theory to assess the economic impact of changes to Compacts.
  • Provides input into program design processes to enhance the cost-effectiveness and targeting of investment proposals under consideration. Maintains a current profile of the economics of ongoing projects, including the maintenance of current ERR models, and provides timely analysis of the economic implications of possible changes in project design.
  • Provides timely and accurate economic guidance and analysis, under tight deadlines, in environments where data can be limited and parameters relevant to the analysis are not always fully known or can shift quickly.
  • Evaluates and interprets study findings and prepares authoritative reports and recommendations based on those findings for publication.
  • Develops articles and speeches to maintain active communication between the agency, the development policy community, and the academic community. Makes presentations about MCC to a variety of stakeholders, both within the US and in developing countries.
  • Oversees maintenance of data for economic indicators affiliated with international assistance programs for developing nations, and maintains currency on research relevant to the indicators.
  • Performs related duties as assigned.

Qualifications

This position has a minimum education requirement.

You must have a degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
A combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

To qualify for pay band 3b you must meet the following:

Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4a (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: experience applying economic principles, concepts and practices and modeling complex economic concepts and conducting quantitative analyses like cost-benefit analysis, distributional analyses and beneficiary analyses; experience applying economic principles, theories, concepts, methods, and techniques to issues of economic growth or in developing countries with important economic policy implications; and experience preparing comprehensive reports that provide recommendations and findings in complex and critical areas of economic analysis. Note: This experience MUST be well documented within your resume or application.

To qualify for pay band 3a applicants must meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3b (GS-14) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: applying economic principles, concepts and practices and modeling complex economic concepts and conducting quantitative analyses like cost-benefit analysis, distributional analyses and beneficiary analyses; experience applying economic principles, theories, concepts, methods, and techniques to issues of economic growth and in developing countries with important economic policy implications; developing and presenting comprehensive reports and analyses that provide recommendations in complex and critical areas of economic analysis: and preparing comprehensive reports and findings that provide recommendations in complex and critical areas of economic analysis. Highly Desirable: French language proficiency. Please include level of proficiency, oral and writing, in your resume.

  • Due to COVID-19, the agency is operating in a state of maximum telework and most employees are teleworking full-time. Consequently, you will start your work in a temporary telework status and in a virtual environment. Your temporary telework arrangement will remain in effect until the agency informs you that MCC is open and operational for all staff. MCC will provide as much advance notice as possible before you are required to report to MCC office space
  • RECRUITMENT/RELOCATION BONUS may be authorized for this position. If you are not a current federal employee this position may authorize a one-time Recruitment bonus to be paid over a specified period.
