Responsibilities

As a/an Program Analyst, you will:
  • Analyze and evaluate, on a quantitative/qualitative basis, the effectiveness of line program operations in meeting established goals and objectives.
  • Evaluate and advise on organization structures, methods, and procedures.
  • Analyze management information requirements.
  • Develop, analyze, and evaluate new or modified program/management policies, regulations, goals, or objectives.

The official duty station for this position will be in Philadelphia, Pennsylvania and Washington, District of Columbia. Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. Failure to report to duty at the location for which the candidate is selected may be grounds for a disciplinary action, including removal.

  • Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position is defined as conducting projects using qualitative and quantitative analytical and evaluative techniques in support of management, concerning the implementation of proposals, in order to enhance the effectiveness of programs and operations.

    Examples of such experience could include:
    - Researching issues, conducting special analysis, recommending solutions, and developing these into decision papers or decision-making tools; OR
    - Drafting communications and briefing tools (speeches, talking points) and/or individual correspondence or responses, both within and across organizational lines; OR
    - Ensuring follow-up/completion of specific activities/projects/programs/initiatives.

    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.     CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • Must successfully complete a background investigation.

    • If receiving the Moderna COVID-19 Vaccine, the deadlines are as follows:
        first dose by October 11, 2021, and second dose by November 8, 2021
    • If receiving the Pfizer-BioNTech COVID-19 Vaccine, the deadlines are as follows:
        first dose is October 18, 2021, and second dose is November 8, 2021
    • If receiving the Johnson and Johnson COVID-19 Vaccine, the deadlines are as follows:
        first and only dose is November 8, 2021
