Responsibilities

The Program Finance Specialist is recognized subject matter expert and provides leadership for highly complex and challenging activities under the minimal direction of a manager. He/she serves as the contracting officer representative and Engineering Technical Officer for the Group. Provide assistance to help the Contracting Officer establish the contract's technical terms and conditions. Evaluates and prepares program spend plans and stakeholder reviews, and manages, reconciles, tracks, and reports on associated contract expenditures.

Applies experience and expert knowledge of contract and program management concepts, and principles to conduct functional activities for programs that often require the development of new and innovative approaches. Knowledge of Financial Management principles, objectives and regulations, for budget formulation and execution. Monitors all financial and budgetary aspects associated with each contract Task Order, which are funded with both Operations, and Facilities & Equipment.

Responsible for communicating contract requirements, financial management and technical issues to all stakeholders. Provides internal and external communications on national program status, including the preparation, reviews and coordination of reports, correspondence and/or other forms of communication. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences. Provides consistent communications between Government Technical Interpreters (GTI), all stakeholders, other FAA organizations and Lines of Business. Often represents the Group and ATO as a principal point of contact to provide advice and guidance on the applications of policies and procedures relative to contract management and execution.

Applies experience gained as a Contracting Officer's Representative (COR) for contracts, developing statements of work, approves procurement request, and coordinates with contract support teams. Develops business case documentation to support the budget process for necessary contracts and contract support resources. Assists with execution of program spend plans and then manages, reconciles, tracks, and reports on associated expenditures. Develops, monitors, and updates business processes and metrics to support organizational success and meet reporting deadlines. Confers with program office and user groups on contract performance. Ensures estimated costs are within budget and appropriate for the program. Monitors the contractor's compliance with schedule.

Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements. Prepares budget documentation, reports to include analysis of findings and provides recommendations to improve effectiveness and efficiency of organizational performance and coordinates/communicates with peers and managers at all levels of the organization.

Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE:

Experience analyzing and evaluating financial documents, including invoices, spend plans and Statements of Work.
