Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a Program Analyst for U.S. Army Acquisition Support Center, Program Executive Office Command, Control, Communications-Tactical (PEO, C3T).

Responsibilities

  • Performs analysis, evaluation and oversight of all aspects of the reimbursable funded programs
  • Provides financial advisory services for a major segment of the PEO/PM budget for one or more funding lines or type of funds.
  • Represents the organization at meetings and briefings regarding assigned programs and projects. Also prepares material and conducts meetings and briefings.
  • Establishes schedules for planning, coordination and accomplishment of work to facilitate the acquisition and/or work process.

  • This position requires the incumbent be able to obtain and maintain a Secret security clearance for the duration of employment.

  • This is an Army Acquisition, Logistics and Technology Workforce position.

Position is a term appointment NTE 3 years. Term appointments may be extended up to a maximum of six years. Employees hired under the modified term appointment may be eligible for conversion to career-conditional appointments or career appointments.


In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing duties that include: 1) Developing annual/multi-year fiscal program plans for reimbursable programs 2) Develop and prepare reimbursable funding reports for assigned programs; AND 3) Advising the Program Manager regarding the status, efficiency, or effectiveness of reimbursable programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11/NH-02).

This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-03 of broad banding encompass the traditional GS-12 Step 1 through GS-13 Step 10 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
