Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), State Demonstrations Group (SDG).

As a Health Insurance Specialist (Technical Director), GS-0107-14, you will provide complex technical and analytic capabilities and support on the development of Medicaid section 1115 demonstrations concerning innovation in eligibility and coverage, and in delivery system and payment reform.

Responsibilities

  • Provides guidance and technical assistance to states in the development, submission, and review of Medicaid and CHIP section 1115 demonstrations related to innovation in eligibility and coverage, or in service delivery and payment.
  • Assess, analyze, and define trends in emerging and/or existing policies/operations to determine their impact on budget neutrality in the Medicaid program.
  • Provides direct project management support on section 1115 issues.
  • Serves as senior liaison and point of contact for the division to other components on these functions.
  • Prepares all forms of written correspondence regarding Medicaid, CHIP, 1115 and other program issues to the public, Congressional staff, industry contacts, and state representatives.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
(1) Providing technical guidance on policies or initiatives pertaining to Medicaid Section 1115 demonstrations on eligibility and coverage or service delivery and payment reform methodologies, and on budget neutrality; and (2) Analyzing state Medicaid section 1115 requests.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
