This position is located in the HIV/AIDS Bureau, Division of Policy & Data, Clinical & Quality Branch. The position provides technical assistance, serves on site visit team, serves as a project officer or contracting officer representative, and manages a variety of projects with clinical and quality of care relevance. Nurse Consultants are a mission critical occupation for HRSA. These positions are critical in supporting Health Resources and Services Administration's nursing care and treatment for outpatient, specialty clinics, urgent care and/or emergency patients.

As a Nurse Consultant, your major duties and responsibilities include:
  • Serving as an analyst in developing, monitoring, implementing, and evaluating interrelated public health programs aimed at improving health care quality in community health centers and networks of community health centers using health information technology.
  • Analyzing existing or proposed systems, strategies, services, or other health-related matters for long-range implementation and administration of public health programs.
  • Making recommendations to HHS managers providing expert clinical nursing and program knowledge on projects, and data related to the measurement of quality, legislation, and administrative proposals.
  • Overseeing contract or project management, related to the quality of nursing services and health care delivery.
  • Preparing briefing materials related to quality measurements and health assessment.
  • Planning, developing, and executing special studies designed to evaluate the effectiveness of clinical practices and health care services provided in HHS programs.
  • Conducting technical clinical reviews and assists non­clinical staff in the development and analysis of clinical reviews.

OPM's Basic Requirements for Nursing Series, 0610

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

SPECIALIZED EXPERIENCE

In addition to meeting the above requirements, in order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of qualifying specialized experience equal to the GS-12 level include performing the following types of tasks performed on a regular and recurring:
  • Providing technical assistance to grantees in the use of health information technology to improve patient and population health outcomes;
  • Utilizing health information technology to interpret data related to measuring healthcare quality; and,
  • Providing guidance on policies and laws related to electronic health records management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

This position has an education requirement.
