Summary

This position is located at Consumer Financial Protection Bureau, MARKETS. As a Financial Analyst, you will be responsible for conducting complex financial analyses and market assessments regarding consumer financial product and service markets in order to assist in the identification and evaluation of industry trends.

Responsibilities

As a Financial Analyst, you will:
  • Lead the analysis and evaluation of financial and operational data for market participants using complex quantitative and qualitative techniques.
  • Gather, evaluate, and finalize key findings from market and company data gathered by junior analysts.
  • Oversee the maintenance of databases of information pertaining to market participants and industry trends. Lead ad hoc querying support for specific requests made by senior staff members as directed.
  • Develop measures for quantifying risks to consumers and markets in consumer lending markets and consumer risk analytics for monitoring of depository and non-depository institutions.

    Due to COVID-19, the Bureau is currently in a maximum telework posture through at least January 15, 2022 . If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office and maximum telework is revoked, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework on a routine or situational basis in accordance with the Bureau's telework policy.

    Qualifications

    You must meet the following requirements with 30 days of the closing date of this announcement.

    Specialized Experience for CN-53: To qualify at CN-53, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-52 grade level in the Federal service. (For qualification purposes, the CN-52 is broadly equivalent to the GS-12). Specialized experience for this position includes:

    - Conducting financial or quantitative analysis and market assessments regarding one (1) or more of the following markets for consumer financial products and services: mortgage origination, mortgage servicing, auto lending, credit reporting, consumer financial data exchange, credit cards, consumer lending (e.g., small dollar and installment), credit reporting, deposits, payments, consumer permissioned data access, consumer financial technology (FinTech), small business lending (e.g., community development financial institution and minority depository institution), rental housing, and financial institution data and core processing systems;
    -- Examples of specialized experience include: performing data analysis and evaluation using loan- or transaction-level data sets (e.g., credit bureau, Bloomberg, Moody's); conducting multivariate statistical analysis using tools (e.g., SAS, STATA or R); and writing quantitative financial reports analyzing developments in the relevant market or markets.
    AND
    - Working with stakeholders to gather inputs and validate recommendations in support of market analysis and market monitoring activities;
    AND
    - Developing written products to demonstrate analyses, policy or business options and implications, and recommendations.

    Specialized Experience for CN-52: To qualify at CN-52, you must have one year of specialized experience at or equivalent to the next lower band/grade (CN-51, GS-11 or equivalent) in the Federal service. For this position specialized experience is defined as
    - Conducting financial or quantitative analysis and market assessments regarding one (1) of the following markets for consumer financial products and services: mortgage origination, mortgage servicing, auto lending, credit reporting, consumer financial data exchange, credit cards, consumer lending (e.g., small dollar and installment), credit reporting, deposits, payments, consumer permissioned data access, consumer financial technology (FinTech), small business lending (e.g., community development financial institution and minority depository institution), rental housing, and financial institution data and core processing systems;
    -- Examples of specialized experience include: performing data analysis and evaluation using loan- or transaction-level data sets (e.g., credit bureau, Bloomberg, Moody's); conducting multivariate statistical analysis using tools (e.g., SAS, STATA or R); and writing quantitative financial reports analyzing developments in the relevant market or markets.
    AND
    - Developing reports or technical materials relating to financial analysis, methods, or procedures.

    Specialized Experience for CN-51: To qualify at CN-51, you must have one year of specialized experience at or equivalent to the next lower grade/band (CN-40, GS-9 or equivalent) in the Federal service. For this position specialized experience is defined as
    - Analyzing data to identify problems and trends, and developing recommendations to improve gaps in policy and/or business procedures relating to one (1) of the following consumer financial services market areas: mortgage origination, mortgage servicing, auto lending, credit reporting, consumer financial data exchange, credit cards, consumer lending (e.g., small dollar and installment), credit reporting, deposits, payments, consumer permissioned data access, consumer financial technology (FinTech), small business lending (e.g., community development financial institution and minority depository institution), rental housing, and financial institution data and core processing systems; AND
    - Utilizing analytical tools (e.g., SAS, STATA or R) or financial data systems to analyze financial data sets.
    OR
    • Ph.D. or equivalent doctoral degree.
    OR
    • 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
    OR
    • You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

    Education Requirements:
    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.     CONDITIONS OF EMPLOYMENT:
