Summary

The Department of Labor (DOL) fosters and promotes the welfare of job seekers, wage earners, and retirees of the United States. In carrying out this mission, the Department administers a variety of Federal labor laws. Such administration requires familiarity with a wide array of funding sources that must be anticipated and tracked by the Departmental Budget Center (DBC) in the Office of the Assistant Secretary for Administration and Management (OASAM).

Responsibilities

This position serves as the full deputy to the DBC Director.

Major duties for this position include, but are not limited to, the following:
  • Assists the Director in all phases of the work of the Office. Fully participates in the planning and direction of the Department's budget and strategic and performance planning programs and in formulating, developing, and
    communicating the Department's budget and planning policies, standards and procedures.
  • As principal advisor to the Director, the incumbent identifies and resolves broad issues concerning the budget and budgetary planning programs and processes.
  • Represents the Director at meetings with high-level DOL officials, other federal agency officials, and Congressional members and staff to analyze and resolve complex problems.
  • Maintains liaison with DOL Agency officials on budget and planning issues and problems. Represents DOL at conferences.
  • Directs continuous liaison with Congressional Budget and Appropriations Committees and their staffs, the Office of Management and Budget (OMB), the Treasury Department, and other federal, state and local government agencies on budget-related matters.
  • Exercises direct control over DBC components to ensure the effective execution of its programs. Directs the implementation of approved plans, programs, objectives and goals, and monitors their progress.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14.

Specialized experience is experience in or directly related to the position for which you are applying which has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of the position.

Specifically, candidates should demonstrate specialized experience in:
· Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
· Providing direction and solutions to managers/officials on total budgetary resources across formulation and execution domains and administering operating plans; AND
· Developing and preparing budget estimates with a commitment to customer-service and team building.
