Summary

This position is located at Departmental Offices,Domestic Finance-Community Development Financial Institutions Fund. As a/an Management and Program Analyst, you will support the Program Manager in several facets of administering the program, which includes reviewing and making recommendations on award applications to the CDFI Fund, assisting with planning and tracking the design and implementation of the overall Program and its operations.

As a/an Management and Program Analyst, you will:
-Perform application/award reviews and provide funding concurrence and/or recommendations for award justifications based on considerations such as quality, consistency, financial stability, management capacity, community development impact, other eligibility criteria, and adherence to policies, procedures and applicable OMB and other Federal regulations.
-Analyze financial capacity and history, business plan, management capacity, community development goals, and other elements to determine qualifications and risks associated with an applicant and/or awardee's ability to effectively use a community development award.-
Prepare and make oral and written presentations to present information, critical observations, findings, and recommendations for changes in customary program management work operations.-
Prepare executive-level memoranda, reports, and presentations on the Program for senior management and officials by collecting, analyzing, and summarizing information from key participants of the Program area.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized experience for the GS-12: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal service, public or other private sectors. Specialized experience for this position includes at least TWO of the following:
    -Experience evaluating and documenting financial performance of community development financial institutions (CDFIs) or affordable housing organizations based on analysis of financial statements; OR
    -Experience working at a CDFI or affordable housing/community economic development organization; OR
    -Experience with working in Federal grant/loan programs management related to community development/affordable housing; OR
    -Experience conducting grant/award application reviews for community development or affordable housing projects; OR
    -Experience conducting feasibility analyses (e.g. market expansion, product development, or real estate development) or strategic planning for community development or affordable housing projects.

    Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    There will be a two-phased process.

    Phase 1:Your application will be evaluated in the following areas: Specialized experience, Technical, Teamwork, and Communication.

    Phase 2: If you have self-certified that you have met the minimum qualification requirements and your assessment scores high enough in Phase 1, you will receive an email containing additional information about Phase 2. If you move on to Phase 2, you will receive instructions for completing narrative response questions. Please be sure to allow sufficient time to complete the questions before the close date of the second announcement. Failure to complete the narrative questions will result in an incomplete application and no further consideration will be given. Your responses will be rated and ranked into categories by a Subject Matter Expert (SME) to determine your level of proficiency.
