Responsibilities

Major duties for this position include but are not limited to, the following:
  • Personally participates in or serves as technical resource on project teams addressing new or revised standards, Standards interpretations, variances, and abatement methods. This may include serving as a member of, or as leader of, teams comprising OSHA staff, solicitor's staff, private sector stakeholders, and representatives of other Federal and State agencies.
  • Represents the Agency with the office of the Solicitor to provide advice, consulting, and background information needed to support litigation. May be called upon to serve as an electrical engineering expert witness in cases being litigated for OSHA by the Solicitor, and as an Agency representative at public hearings convened during the standards development process.
  • Prepares interpretations and clarifications of general industry electrical standards including directives, memoranda to the field, etc. which provide nationally consistent application of electrical standards.
  • Provides electrical engineering advice, consulting, and assistance for the resolution of difficult and complex matters involving electrical power generation and transmission, electrical work practices, and electrical equipment and systems design to other National Office organization elements, OSHA field offices, the office of the Solicitor, the Office of the Assistant Secretary, and the private sector, in keeping with a policy of attaining national compliance equity in occupational safety.
  • Uses the principles of electrical engineering to determine and evaluate the safe application of electrical distribution systems and equipment.
  • Uses electrical engineering principles to evaluate electrical circuits, circuit elements, equipment, and systems and make determinations on whether such elements comply with OSHA electrical standards, including electrical work practices.
  • Assesses electrical work practices and makes reasonable estimates of the incident heat energy to ensure that protective clothing and other protective equipment with an arc rating is greater than or equal to the estimated heat energy.
  • Evaluates and resolves novel and highly specialized electrical engineering safety problems in connection with general industry compliance operations, requiring extensive experience in the electrical standards process and in the application of standards. For example, evaluates and resolves issues pertaining to the adequacy of proposed electrical equipment designs, components, or systems, electrical arc energy calculations, methods and/or procedures for machine guarding, or other equipment or processes. Evaluates new technology and products affecting general industry compliance operations.
  • Reviews and evaluates inspection and investigation reports to identify significant general industry compliance issues.

Notification Concerning COVID-19 Vaccinations. Qualifications

Basic Requirements:

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as
described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has
had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

In addition to meeting the basic education requirement, applicants must also meet the following Specialized Experience:

To qualify for the GS-14 position:

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13. Specialized experience is defined as experience with the following: (1) demonstrated ability to apply electrical engineering knowledge to electrical and safety and health engineering problems; (2) positive and continuing development of professional knowledge, skill and ability to successfully perform all the functions of the job; (3) Knowledge of OSHA standards or related electrical safety and occupational safety standards or codes, specifically those that relate to electrical hazards; and (4) Expertise either in construction, general industry or maritime as it applies to analyzing electrical safety-related work processes and conditions, identifying and eliminating/ controlling electrical safety and occupational health hazards; or (5) Broad thorough knowledge in industries, such as, construction, general industry, and maritime, as it applies to analyzing electrical related work processes and conditions, identifying and eliminating/controlling safety and occupational health hazards electrical safety and occupational health hazards.
