Summary

The Finance Staff (FS) formulates, establishes and maintains Department-wide policies, procedures and financial systems to support budgeting, accounting, auditing, travel, and other financial management activities. This position is located in the FS Office of the Director reporting to the FS Budget Officer. The FS is fully funded thru the Department's Working Capital Fund.

Responsibilities

  • You will review/negotiate estimates and justifications from management officials.
  • You will take action to ensure adequate funds for program coverage.
  • You will monitor and report on the rate of expenditures of funds.
  • You will manage the formulation and execution of the budget for a major component or agency.
  • You will review, analyze, evaluate, and recommend budget requests and justifications.
  • You will enter and adjust data for the integrated agency administration program into a variety of reports, forms, and schedules.
  • You will consolidate data for viable overview of the Financial Status of Funds.
  • You will develop presentations and justifications for the annual budget requests.
  • You will serve as an advisor to managers on all aspects of budget formulation, policy, execution, and forecasting.

  • You must be a United States Citizen or National.

Qualifications

To qualify for the position of Budget Analyst at (GS-0560-13/14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.

If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).

There is no positive education requirements for this series and grade.

To qualify for this position at the GS-13 level, you must possess one year of specialized experience, equivalent to at least the GS-12 level in the Federal service, experience includes:
  • Participating in setting objectives to meet short and long-term budget needs.
  • Preparing monthly or quarterly status of funds for submission to senior management.
  • Formulating and justifying the budget for an agency or major component.
  • Analyzing and reviewing historical data and comparing it to current spending information and budget trends for agency programs.

To qualify for this position at the GS-14 level, you must possess one year of specialized experience, equivalent to at least the GS-13 level in the Federal service, experience includes:
  • Serving as the technical authority on budget formulation and execution.
  • Overseeing and administering the formulation and execution of the budget for a major component.
  • Resolving complex problems of budget related to execution.
