Responsibilities

You will serve as a Management and Program Analyst responsible for providing assistance and subject matter expertise in several program areas related to leadership, diversity and inclusion, and Sexual Assault Prevention and Response (SAPR).

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Consulting with and advising the Division Chief and other management officials on current and proposed policies with respect to their impacts on leadership, diversity, and inclusion as well as sexual assault prevention and response.
  • Serving as the Chairman of the Theater Leadership Diversity Advisory Council (LDAC), overseeing all LDAC's at USCG Atlantic Area (LANTAREA) staff and units.
  • Conducting analyses of organizational climate by monitoring leadership, diversity, and inclusion issues for the total workforce (military, civilian, and reserve), developing and implementing an action plan for corrective actions.
  • Providing analysis and recommendations to the LANTAREA Area representative on the Commandants Sexual Assault Prevention Council (SAPC) as well as providing representation to SAPC subcommittees and work groups as appropriate.
  • Evaluating the effect of current and proposed legislation, regulations, policy, diversity media stories and inclusion, sexual assault programs within the organizational structure, providing feedback and advice to Division Chief and senior staff as appropriate.
  • Performing studies and analyses of organizational climate concerns, identifying barriers to retention of underrepresented minorities for biannual Leadership Excellence and Diversity Council discussion.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

For the GS-11 level: Applicants must have at least one year of specialized experience equivalent to the GS-09 level in the federal service. Examples of specialized experience include coordinating and implementing diversity and inclusion activities, preparing analytical reports that include a variety of data; evaluating the effectiveness and efficiency of a program; providing training to organizational leadership, managers and staff on diversity and inclusion; and implementing SAPR Program initiatives within an organization.

OR

Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or possess an LL.M, if related.

OR

A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience.

For the GS-12 level: Applicants must have at least one year of specialized experience equivalent to the GS-11 level in the federal service. Examples of specialized experience include researching and developing background information on Diversity and Inclusion and Sexual Assault Response programs and evaluating and advising on each; and developing, maintaining, and monitoring integrated reporting systems affecting these programs with interrelated functions/operations and communicating information to management for effective evaluation of program operations and milestones.

For the GS-13 level: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the federal service. Examples of specialized experience include analyzing interrelated Diversity and Inclusion and Sexual Assault Response programming issues which have a direct effect on the efficiency, and productivity of substantive mission oriented programs; developing alternative plans, goals, and objectives for the long-range implementation of changes in the programs; communicating with leadership, staff and other key stakeholders the importance of their responsibility to ensure program goals are met and effective.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Recruitment Incentive- Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.

"Newly appointed" refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government.

Relocation Incentive -Selectee(s) for this position who are current federal employees on permanent appointments who would be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.

Student Loan-Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.

Spouses of military members who are on retirement or separation PCS orders from active duty are not eligible to be appointed unless the member was injured with a 100% rating; or was released/discharged from active duty due to the member's death while on active duty. Widows or widowers, who are not remarried, of military service members who were killed on active duty must submit a DD-1300.
