Summary

This position resides in the Defender Services Office (DSO), Program Operations Division (POD). The mission of the DSO program is to ensure that the right to counsel guaranteed by the Sixth Amendment, the Criminal Justice Act (CJA), and other statutory mandates are enforced on behalf of those who cannot afford to retain counsel and other necessary defense services. DSO provides leadership, direction, administration, management, oversight, and support for the federal appointed counsel system.

Responsibilities

The Defender Services Office (DSO) seeks a self-motivated and experienced Supervisory Budget Analyst to serve as the chief of the Program Budget Branch (PBB). The incumbent provides day-to-day oversight, supervision, assistance, and support to a staff of four to six analysts. PBB develops the annual Defender Services appropriation request for submission to Congress, calculates individual federal defender organization (FDO) budgets, issues allotments and grants, gives budget advice to 81 chief federal defenders around the U.S., conducts analysis related to budget and hiring, and monitors expenditures.

The duties of this position include, but are not limited to:
  • Providing expert day-to-day direction to and supervision of program budget staff. This includes technical and administrative guidance, as well as coaching and mentoring.
  • Coordinating the preparation and justification of the Defender Services annual appropriation request to Congress.
  • Assigning and coordinating work across functional areas and facilitating collaboration among staff, and creating new mechanisms and workflow models among existing staff.
  • Serving as a subject matter expert on budget analysis, supervising subject matter experts for POD and serving on a management team to provide expert advice aimed to improve financial management.
  • Establishing priorities, identifying solutions, developing short- and long-term program and project timelines, and ensuring deadlines are met.
  • Providing oversight of POD and Defender Services program fund expenditures, including support for the budget development and execution.
  • Acting as a liaison by developing and maintaining effective working relationships within DSO and with stakeholders inside and outside the judiciary.
  • Serving on or leading the efforts of various committees, meetings, and working groups and preparing and presenting, orally and in writing, briefings and documents to AO senior management, court executives, and judges.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience leading program budget staff in developing and preparing annual appropriation requests; calculating individual federal budgets, issuing allotments and grants; and leading staff in conducting analysis related to budget, hiring, and monitoring expenditures.
