The Data Manager will serve as an expert for providing technical guidance and information to meet test & evaluation-related requirements.LOCATION: Aberdeen, MDJOB STATUS: Full-timeTRAVEL: As neededREQUIRED QUALIFICATIONS (Education, Certifications, Experience, Skills)SECURITY CLEARANCE: Top Secret/ Sensitive Compartmentalized Informaiton (TS/SCI)EDUCATION: Master's degree in Operations Research, Engineering, Mathematics, Computer Science or closely related technical disciplineCERTIFICATIONS: N/AEXPERIENCE LEVEL: Intermediate - 5 years' experience with progressively increasing support responsibilityOTHER QUALIFICATIONS/SKILLS:Basic:Three years of experience in design development, and/or testing planning, reviewing, or executing testing of military systemsExperience in DoD integrated test philosophy, test regulations, and coordinated test and evaluation programs are requiredMust be familiar with DoD drawings, specifications practices, formats, and proceduresSpecialized Experience:Five (5) years of experience in any of the following:Research, development, maintenance, and conduct of technical instructional programs and/or trainingAutomated data processing with proficiency in Microsoft Office systems (Word, Excel, PowerPoint, Visio, Outlook, Project, Access) as well as implementation of macrosT&E of DOD Acquisition Systems that includes the following:DT, OT, and evaluation methods (includes T&E planning, test design, test readiness, test execution, data collection during test, evaluation of test or modeling data, and development of evaluation analysis plans and reports) for Army and Joint Service systems / subsystems evaluated by ATECM&S and with ATEC's VV&A process for models, simulators, instrumentation, and/or threats in support of T&E of Army and Joint Service systems / subsystemsData collection, reduction, and analysis planning and execution for Army and Joint Service systems / subsystems evaluated by ATECOral and written communication such as briefings, writing technical papers, etc. (includes T&E plans and reports such as SEPs, TEMPs, ESRs, CIPRs, OT and/or DT Test Plans, OMARs, OERs, OARs, CLRs, SRs, and SCs) for Army and Joint Service systems / subsystems evaluated by ATEIntegrating Army and Joint Service system acquisition documentation (includes DOD, Army, and ATEC regulations, pamphlets, instructions, and guidance) in the development of DOD system acquisition products for T&E of Army and Joint Service systems / subsystems evaluated by ATECIntegrated budgeting, resourcing, and scheduling in support of T&E of Army and Joint Service systems / subsystems evaluated by ATECDevelopment and analysis of requirements, MOPs, and MOEs and how they contribute to evaluation of ESS of Army and Joint Service systems / subsystems evaluated by ATECManagement of T&E Working-level IPTs and/or ASTs, to include conflict resolution with acquisition program stakeholders and decision makers on T&E topicsRESPONSIBILITIES:Provide insight on difficult data processing problems and techniques; or procedures to be applied to the solution of problems.Provides professional data processing support within allocated task resources. Must have some Automatic Data Processing (ADP) experience.Maintains up-to-date files, supplies, manuals, and data forms for each test project.Recognizes basic problems in data collection techniques and recommends solutions.Determines and assures that the test data meet project requirements as they relate to the following: evaluation of technical manuals; identification and adequate description of potential critical problems to ensure further investigation and corrective action is taken; whether or not the repair parts, tools and support equipment are adequate and necessary to support the overall system; and design for maintainability.May support the Government test director/engineer by coordinating the required data collection support and by performing field work to include the following: collecting and compiling data; taking photographs or video data for plans or reports; researching technical questions; and reviewing emerging data for accuracy and validity.Assist the government Data Quality personnel in performing their duties.
