OverviewConstruction Manager-FP conducts construction inspections to ensure conformance to design specifications and building codes and generating reports.Reviews shop drawings and submittals and providing the COTR with a recommendation for approval/disapproval and notifies the Government in writing of non-compliant safety hazards and recommended corrective actions.The Construction Manager-FP verifies completion of corrections and actions identified and attends project meetings. This shall not change the project scope, cost, duration, schedule, nor obligate the Government in any fashion.The Construction Manager-FP manages project design and/or construction efforts, to include schedule, funding, and day-to-day project oversight.This includes managing and evaluating construction contractor performance.The Construction Manager-FP will integrate and coordinate projects with field personnel.Evaluate, validate, and manage project change requests.Provide official weekly project status reports.The Construction Manager-FP will prepare and distribute project communication with customers, management, integrated project teams, and stakeholders.The Construction Manager-FP will assist the client's Contracting Officer (CO) and Contracting Officer's Technical Representative (COTR) with acquisition planning, execution and administration.The Construction Manager-FP will assist the CO and COTR with conducting pre-bid and pre-construction site visits with the COTR and provide invoice supporting information to the COTR for payment.The Construction Manager-FP will prepare and monitor project schedules and budgets; provide technical guidance and assistance on contracting and construction-related issues; direct design efforts; recommend construction documents for approval; and provide oversight of any follow-on maintenance programs.This will include optimizing performance, cost, and schedule by ensuring project objectives are achieved on schedule and at the lowest cost compatible with user requirements.The Construction Manager-FP will conduct design reviews with the customer, ensure timely input of all data, comments, and documentation into MAXIMO software project management tool. This requirement applies to all projects, work orders, and tasks across the project lifecycle.Ensure integration of all systems, including information technology, telephone, security, electrical, HVAC, and plumbingPrepare Contractor Performance Report (CPR) upon contractQualificationsMinimum QualificationsBachelor's degree in any field; high school, vocational school, or trade school diploma and five (5) years' work experience in a similar field may be substituted for degree requirement CertificationsMust have Valid US Driver's License and be able to obtain an International Driver's LicenseMust have a valid US PassportBe licensed and able to drive a manual transmission non-tactical vehicle (SUV, pickup truck/9 passenger van).Pass customer specific training and certifications.Project Management Professional (PMP) desired.Professional Engineer (PE) certification desired.Travel: Must be worldwide deployable, often to remote, austere permissive and non-permissive environments.Clearance: Must have an current, adjudicated, and active TS/SCI security clearance with Poly. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.ExperienceFive (5) years' of experience in construction managementExperience applying building codes and Americans with Disabilities Act (ADA) requirements.One (1) year of OCONUS experience with local contractors and labor forces (may be cumulative over several projects/deployments)Six (6) months of experience working in a Government-designated war zone (may be cumulative over several projects/deployments)Microsoft Windows and Office Suite encompassing Excel, Word, Outlook, PowerPoint, Project, Access, and SharePointKnowledge of sound program management techniques Skills/AbilitiesOperate MS Project or other PM software such as MAXIMOAbility to analyze, prioritize, and problem solve effectively.Written and oral communication skills, especially ability to brief senior officials.Strong multi-tasker with the ability to manage time and prioritiesStrong leadership, project management, team building and presentation skills.Possess knowledge, skills and abilities, including experience in deployed expeditionary support services, at minimum, in areas of logistics management, logistics planning, facility management, supply, transportation, traffic management, vehicle maintenance, facility maintenance, facility management, warehouse management, janitorial support services, etc.Specialized knowledge, skills and abilities experience in facility Operations and Maintenance (O&M) support services with general carpentry and/or general construction skills performing and/or managing base or compound O&M support services.Communicate well verbally and in writing at all organizational levelsWork independently and as a team playerWork nights and weekends for operational necessities, as requiredContinue developing professional licenses, certifications, and expertise through formal training and on-the-job experienceHandle multiple, demanding, and complex projects in a timely manner with accurate results.Ability to lift twenty-five (25%) of his/her body weight over his/her head.Supervisory ResponsibilitiesLead, manage, and supervise a multifunctional teamAdvise and assist Client and Project Managers with planning, programing, budgeting, and executing project.Other RequirementsTravel to and through out various CONUS and OCONUS locations, often to remote, austere, remote permissive, non-permissive environments.Work in an operationally-sensitive environmentPerform tasks outside during any weather condition for long periods of time.Operate standard office equipment, such as a computer, copy machine and printer.Function in an office environment in a stationary position approximately 50 percent of the time or more.Work well in team environments including demonstrate the ability to function independently with minimal supervision.Function not only in an office environment in a stationary position approximately 50 percent of the time or more, but may work in austere, remote or non-remote permissive and non-permissive environments.Develop and build relationships with logistics management counterparts within parent organization as well as with external organizations facilitating the coordination of various logistical support projects.We are committed to an inclusive and diverse workplace that values and supports the contributions of each individual.
