This is an exciting opportunity for a strategic IT professional to lead a unit in the strategic implementation of a portfolio of IT programs and projects with a significant impact on public works operations.

The Department of Environmental Services ( DES) is seeking a senior level IT Program Manager to be responsible for managing a multi-faceted technology portfolio that includes programs and systems with complex requirements and business changes. The IT Program Manager will supervise a team that provides business analysis support to a diverse array of public works programs and operations.

Specific duties include:

  • Serving as the technology portfolio manager for complex, multi-faceted technology projects supporting the complex requirements and business needs of the department;
  • Leading the planning, implementation, development, and maintenance of software applications and technology upgrades;
  • Planning, implementing, and maintaining software applications to support DES business;
  • Leading business analyst and stakeholders in the development of technology solutions to complex, multifaceted problems;
  • Managing the integration of data from a variety of sources, including systems of partner agencies;
  • Coordinating with vendors and the Department of Technology Services (DTS) on issues related to procurement and technology standards;
  • Serving on departmental, County-wide, regional committees, and taskforces and workgroups responsible for identifying issues and developing technology solutions for complex business processes;
  • Providing comprehensive advice and assistance to senior department management on issues having significant financial or other programmatic impact for the department or County; and
  • Providing technical leadership and critical problem solving to manage change within the organization and ensuring continuation of mission-critical technology services in specialty area.
The successful candidate will possess:

  • Expertise in information technology and management systems, operations, and GIS integration;
  • A proven track record of successfully managing complex projects/programs in a team environment;
  • Technical writing skills and management of IT integration;
  • Experience managing technology portfolio for a public works agency;
  • Successfully managing professional staff including contractors; and
  • Contract administration experience for IT systems.

Selection Criteria

  • Bachelor's degree in Information Management/Computer Science, or related field;
  • Significant and progressively responsible experience managing a technology portfolio or large IT programs; and
  • Coordinating or supervising the work of others.

Substitution: Additional qualifying experience may substitute for the education requirement on a year-for-year basis.

Desirable: Preference may be given to candidates with a Master's Degree in a related field and one or more of the following:

  • Project Management Professional (PMP) certification;
  • Program and project management experience, to include execution, standards, oversight, performance evaluation, technological integration, and process improvements;
  • Technical writing experience preparing and developing contracts and proposals and standardized program/project management processes;
  • Budget management experience overseeing an operating budget to include evaluating long and short-term financial, IT integration and human resource needs; and
  • Experience with deployment, training, and sustainment of operating department business applications, and integration with enterprise-wide legacy systems.
