Position Information
Arlington County's Public Health Division of the Department of Human Services is seeking an experienced professional to develop, implement, and coordinate communications programs to promote the County's public health programs and services. This includes the functional areas of media relations, public affairs, emergency communications, digital communications and social media, internal communications, marketing, and community outreach.

Specific duties include:

  • Lead communications for the duration of the COVID-19 pandemic response and serve as the designated Public Information Officer for the Public Health Division.
  • Develop and coordinate a comprehensive strategic communications program that aligns with Arlington County Public Health's mission by promoting its community health clinics and environmental health programs.
  • Design, implement and manage internal and external communications and outreach materials that promote important health information for the Arlington community, such as communicable disease control, emergency preparedness, family planning, maternity care, dental care and school health. Generate communication materials and plans for PHD to increase visibility and partnership among community groups and non-profits.
  • Serve as a spokesperson for public health, including but not limited to emergency incidents, local and regional special events, public forums and promotional campaigns.
  • Serve as the communications liaison representing public health in emergency response across the County's interdepartmental communications group, Emergency Support Function (ESF) 15 for external affairs, as well as regional, state and/or federal partners.
  • Manage the Arlington County government public health websites, including primary responsibility for generating content, developing and updating webpages.
  • Maintain a database of community contacts (residents, businesses, non-profits, and other organizations) and venues for coordinating with contractors for communication materials, survey research and other outreach needs.
  • Manage the PHD staff training plan to include creating courses, providing new employee orientations, coordinating staff development and generating support materials for PHD staff trainings, special events and programs.
  • Coordinate with the County Manager's Office and DHS communication's teams regarding programs, projects and communications strategies and tactics.
The ideal candidate will have proven experience developing and maintaining relationships with key stakeholder groups, including hard-to-reach, diverse and under-represented communities.

Selection Criteria
Minimum:
  • Bachelor's degree in Communications, Public Relations, Marketing, Public Information, Business/Public Administration, Public Health or related field;
  • Considerable progressively responsible experience in the communications field that includes developing and implementing community engagement and public outreach strategies.

Substitution: Additional qualifying experience may substitute for the education requirement on a year-for-year basis. A Master's Degree in a related field may substitute for one year of experience.

Desirables: Preference may be given to candidates with experience in one or more of the following:
  • Speaking on the record in from of media and at public engagement events;
  • Planning, organizing and implementing a wide array of engagement opportunities including public meetings, in-person and online forums, and community events; and/or communications technologies in web and/or information management arenas;
  • Writing and translating technical information into understandable text for talking points and written communications; and/or
  • Planning and executing special events from logistics to media pitching and the development of talking points.

Special Requirements
Applicant must possess (or obtain by time of appointment) a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain (or the applicant must provide) a copy of the applicant's official state or district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
