The Director of the Senate Operations Center (SOC) provides leadership, vision, guidance, direction, and managerial authority over the SOC ensuring that the Sergeant at Arms and partner organizations have the necessary information and situational awareness to make risk based decisions affecting the safety and security of the Senate. The Director oversees all plans, operations, and activities within the SOC by providing leadership and direction for a staff of skilled professionals. The incumbent is expected to provide expert advice regarding activation and deployment of resources and implementation of emergency response plans.

This is highly responsible, senior level work managing operations center staff engaged in maintaining shared situational awareness, a common operating picture, information sharing, and operations coordination for the United States Senate.

The Senate Operations Center is the information hub for the Senate Sergeant at Arms and the Senate community as it relates to critical daily Senate and Capitol complex activities, daily security related events, drills and exercises, messaging, and information sharing and coordination. The SOC works with other Congressional and National Capital Region operations centers to gather and share information in order to develop a common operating picture. During emergencies, the SOC acts as the clearing house for information, ensuring critical information is shared with stakeholders and staff. Additionally, the SOC develops situation reports and briefing materials related to ongoing emergency events.

The Director provides leadership, vision, guidance, direction, and managerial authority over the SOC ensuring that the Sergeant at Arms and partner organizations have the necessary information and situational awareness to make risk based decisions affecting the safety and security of the Senate. The Director oversees all plans, operations, and activities within the SOC by providing leadership and direction for a staff of skilled professionals. The Director is expected to provide expert advice regarding activation and deployment of resources and implementation of emergency response plans. The Director coordinates with the United States Capitol Police and Congressional organizations on coordinated emergency response activities. The Director develops agendas and runs information sharing and course of action recommendation meetings.

The Director should have experience managing an operations center involved in physical security, force protection, or emergency management, and shall demonstrate excellent oral and written skills, well-developed managerial abilities, and the capacity to lead in a fast-paced, operational environment.

MINIMUM QUALIFICATIONS

The positon requires a Bachelor’s Degree in criminal justice, homeland security, emergency management, or a related field, and five to eight years of senior management in operations and planning; or any equivalent combination of education and experience that provides the following knowledge, skills, and abilities:

●  Knowledge of general leadership principles and a demonstrated history of progressive leadership

●  Demonstrated operations center experience, expert knowledge of operations center management, interagency and cross-organizational coordination.

●  Demonstrated experience managing and leading virtual teams. Demonstrated experience managing and leading a staff responsible for maintaining a common operating picture, coordinating operational or emergency response activations, and providing senior level decision support.

●  Demonstrated ability to make operational and personnel decisions in a high profile and high stress environment.

●  Demonstrated ability to organize and coordinate resources, and prioritize objectives to achieve program and organizational goals.

●  Demonstrated ability to analyze complex issues and provide recommendations.

●  Demonstrated ability to implement and apply integrated technological solutions.

●  Knowledge of the principles and practices of public administration, including governmental budgeting, procurement, personnel, and capital project management.

●  Ability to work with multiple stakeholders to collaborate and produce effective operational plans and to implement these plans and to achieve desired objectives.

●  Ability to communicate effectively and clearly, ability to brief executives and coordinate decision-making and course of action recommendation meetings, agendas, and briefings across a wide group of stakeholders. Possess excellent writing, editing and communications skills.

●  Ability to establish and maintain effective working relationships with internal and external stakeholders.

●  Excellent interpersonal skills; ability to work effectively with and influence across functional units and at all levels in the organization, as well as with external parties

  • LICENSES, CERTIFICATION AND OTHER REQUIREMENTS

    • Position requires a Top-Secret security clearance and the ability to obtain SCI.

    • Position requires the incumbent to be available for sudden recall in response to emergency events affecting the Senate campus/community, and to potentially deploy to alternate sites on short notice for extended periods in support of the Senate.
