Responsibilities

The incumbent serves as the Director of Office of Strategy and Engagement (OSE) and reports to the Deputy Assistant Deputy Director General, serving as an advisor to senior leadership in Global Markets on critical strategic programs, technological developments, marketing and communications outreach, organizational strategy, performance metrics and planning. Duties include, but are not limited to:
  • Responsible for planning, developing, and implementing critical strategic initiatives, technological developments, marketing and communications campaigns, organizational strategies, and performance metrics.
  • Lead GM's strategy and engagement efforts.
  • Advise the DASGO, Deputy Director General, and Director General on strategy and implementation of goals and objectives of GM.
  • Collect, coordinate, and analyze business and client needs; and guide the application of that information in the refinement and delivery of products and services across the GM enterprise.

This Job Opportunity Announcement may be used to fill other Supervisory Program and Management Analyst, GS-343-15 FPL 15positions within International Trade Administration (ITA) in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must also possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-14 level:

Specialized Experience: One full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience MUST include all of the following:
  • Develop an effective strategic and operational plan to meet program objectives.
  • Direct team study work and negotiating effectively with management to accept and implement recommendations.
  • Apply program and operational goals and objectives to complete operational events and milestones.
  • Identifying issues and developing new approaches to problems arising out of qualitative and quantitative management studies and surveys.

  • The physical worksite for this position is located in Washington D.C. However, the International Trade Administration is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when we officially move away from the maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement. Non-compliance with the supervisor's telework-schedule requirement could result in adverse action, including separation.
