Summary

The selectee for this position will be responsible for supporting the Defense Counterintelligence and Security Agency's (DCSA's) DoD Insider Threat Management and Analysis Center (DITMAC) in the management of budget and contract requirements for the Non-Classified Internet Protocol Router Network (NIPRNet) User Activity Monitoring (UAM) Program Management Office (PMO).

Responsibilities

As a BUSINESS MANAGER you will be responsible for the following duties:
  • Full range of Planning, Programming, Budgeting and Execution (PPBE) in support of the NIPRNET UAM PMO, as well as the creation of contract-related documents and serving as the Contracting Officer Representative (COR) for this effort.
  • The NIPRNET UAM PMO will support DoD enterprise capabilities to help detect, deter, mitigate potential insider threats. The position reports to the Chief, NIPRNET UAM PMO.
  • In managing the full spectrum of financial and contracting requirements for the NIPRNET UAM PMO, the selectee must establish relationships and coordinate with DCSA Chief Financial Officer (CFO) and Acquisitions POCs, as well as understand more broadly the operational requirements of the PMO and the DoD components it supports.
  • This will require a working knowledge of the DoD insider threat program and the relationships with each component capability. Maintaining these relationships and understanding the broader mission requirement is essential to mission success.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Managing the full spectrum of the Planning, Programming, Budgeting, and Execution (PPBE) process; Performing contracting requirements (writing an SOW, PWS, etc.) as Contracting Office Representative (COR) or similar role; Knowledge of the insider threat program, particularly as it relates to User Activity Monitoring (UAM); Supporting enterprise capabilities and work with a wide range of partners; Prioritizing a wide range of tasks and working independently while coordinating activities across the agency or organization.

Specifically you will be evaluated on the following competencies:

3.Project management - Responsible for selecting, procuring, and implementing defined projects that support supply chain management modernization through business process and technology solution development.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
