Summary

About the Position: This position is located with the Defense Health Agency at the Defense Health Headquarters in Falls Church, VA.

This position is in a fast paced working environment helping to shape the strategy and transformation of the Military Health System. The applicant will need to be able to manage a portfolio of change efforts as well as direct a team of experts.

Responsibilities

  • Plan, organize, perform and guide the programs that support the Defense Health Agency's performance management system.
  • Analyze financial, economic, system performance, productivity and workload, and membership data from health delivery organizations and insurance plans to assure validity, accuracy, and relevance in cost estimates and forecasts.
  • Conduct formal and on-the-job training for new and experienced analysts on operations research, cost estimation, statistical, and forecasting techniques.
  • Provide analytical support for leadership by reviewing existing material, collaborating with stakeholders, developing and executing a plan of work, preparing research findings and recommendations, and providing strategic guidance.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Operations Research Analyst:

Degree: Bachelor's degree (or higher degree) in Operations Research; OR at least 24 semester hours in a combination of Operations Research, Mathematics, Probability, Statistics, Mathematical Logic, Science, or subject-matter courses requiring substantial competence in college-level Mathematics or Statistics. At least 3 of the 24 semester hours must have been in Calculus. (Note: You must attach a copy of your transcripts.)

The following are illustrative of acceptable courses: Optimization; Mathematical Modeling; Queueing Theory; Engineering; Physics (except descriptive or survey courses); Econometrics; Psychometrics; Biometrics; Experimental Psychology; Physical Chemistry; Industrial Process Analysis; Managerial Economics; Computer Science; Measurement for Management; Mathematical Models in Social Phenomena; and courses that involved application of Operations Research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level Mathematics or Statistics is a prerequisite. Courses in Theory of Probability and Statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: (1) Developing and implementing analysis and review activities; (2) Providing guidance on use and interpretation of analysis results; AND (3) Communicating analysis and research results through written and oral communication (e.g. speeches, presentations, publications). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

You will be evaluated on the basis of your level of competency in the following areas:

NOTE: A Project Management Professional (PMP) certification is not required, but highly desirable. If you possess this certification, please submit a copy with your application package.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
