Responsibilities

This announcement provides the opportunity for a reassignment/promotion to the position of Enterprise Business Solutions Manager position in the Office of Chief Information Officer located in Arlington, VA.

The successful candidates must be highly motivated and demonstrate experience in supervising the activities of staff engaged in the design, documentation, development, modification, testing, installation, integration, implementation, and support of new or existing software.

This position is being advertised at the Manager Band level, equivalent to a GS-14 . The salary range for this position is $129,054.00 - $165,810.00. The salary figures include locality pay.

  • Provides authoritative advisory of the application of a wide range of analytical concepts, reporting, policies, practices, methods, techniques, and integration services.
  • Responsible for leading the team through the project lifecycle including setting attainable goals, monitor and evaluate performance.
  • Plans, organizes, and conducts research on complex applications development issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify optimal solutions.
  • Represents the Office of the Inspector General in meetings with high-level officials from the United States Postal Service, other agencies, vendors, and members of external organizations. Responsibilities including presenting results of assessments and studies (which may be complex or controversial), negotiating agreements, and influencing approval and implementation of agency-wide solutions and plans.
  • Responsible for leading the team through the project lifecycle including setting attainable goals, monitor and evaluate performance, as well as recommendations for program improvement.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
  • Bachelor's Degree from an accredited college or university
AND
  • Must have 5 years of experience managing projects and teams.
AND
  • Must have experience with Microsoft Azure to include laaS, PaaS, and SaaS solutions.
AND
  • Must have history of actively participating in software development initiatives from inception to delivery using SDLC best practices.


DESIRABLE QUALIFICATIONS

  • Have at least 5 years professional experience planning, organizing, and conducting research on complex application software issues, managing projects and programs using Agile methodology.

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Demonstrated experience using project management best practices, including Agile methodology, in supervising, planning, and conducting complex projects, and in providing coordination and support to agency priorities.
  • Demonstrated experience in managing technical employees and/or projects with an emphasis on promoting maximum staff utilization, development, and handling disciplinary issues.
  • Demonstrated ability to manage large complex projects, analyze alternatives and recommend solutions to difficult problems or issues.
  • Ability to communicate effectively, both orally, in writing, and graphically, facts and circumstances in a manner understandable to management officials.
  • Demonstrated knowledge and project management experience using .NET, SharePoint, SQL Server, Power Platform and modern programming languages/techniques.

You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
