Summary

This position is located in the U.S. Government Accountability Office (GAO), Information Systems and Technology Services (ISTS), Budget, Acquisition, and Contracts Group (BACG). BACG oversees the ISTS, budget, finance, contract management, and procurement functions. This position serves as a subject matter expert and assist with the acquisition activities within ISTS in support of GAO's IT requirements.

Responsibilities

As a Information Technology Sourcing Specialist, PT-1101-III your typical work assignments may include the following:
  • Serves as an acquisition subject matter expert for GAO's IT Acquisition Program. Develops and executes IT sourcing strategies and plans within a highly complex, constantly evolving IT sourcing environment. Manages and administers IT procurements for various products, supplies, and services. Receives, reviews, and approves the specifications and requirements of GAO requests for IT procurements of hardware, software, supplies and services.
  • Writes sole-source and brand name justifications and researches and recommends innovative cost-effective approaches within applicable acquisition laws and regulations using a wide range of sourcing and contracting vehicles. Sourcing approaches are characterized as cost and fixed-price contracts, including labor support for major IT hardware and software, or multi-year contracts and may involve extensive use of subcontractors, frequent changes in terms, conditions or funding arrangements, and similar difficulties. Sourcing options include distinguishing the operational cost advantage of open market, GSA Schedule, GWACs such as NASA SEWP, other government contracts, FEDSIM, and determining extent or span of competitiveness necessary to:
    • meet regulatory requirements,
    • achieve desired cost and/or cost savings, and
    • meet deployment timelines. In developing and making recommendations, the incumbent considers technical needs and melds those with sourcing initiatives that meet user requirements and funding limitations and maximize cost savings.
  • Serves as a team lead, providing team members with direction and guidance that aids in the successful accomplishment of assignments or projects.
  • Performs a full range of IT contract administration services, including the review of IT contractor performance, negotiating contract modifications, and investigating disagreements and/or problems in the life of a contract.
  • Lead project teams to prepare and implement major procurement policy revisions and coordinates project activities including developing milestone progress schedule and managing project resources.

Qualifications

You may qualify at the BAND-III level, if you fulfill the following qualification requirement:

Applicants must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-13 in the Federal Service, or comparable private/public sector experience which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as experience managing and administering IT Procurements for various products, supplies and services; planning appropriate strategies to procure complex requirements; conducting negotiations in the pre-award and post award phases of contracting; and serving as a team lead, providing team members with direction and guidance that aids in the successful accomplishment of assignments or projects.
