Summary

This position is located in the Office of General Counsel.

This position is designated as a full-time telework position on a temporary basis due to COVID-19 and may transition to onsite work when the office fully reopens.

Responsibilities

-Primary internet and intranet website designer/manager.

-Oversees knowledge management, including records management and design and update of OGC's internet and intranet presence.

-Organizes, designs and maintains user-friendly legal information on agency's internal website, including maintaining intranet page and sub-pages.

-Devises strategies to effectively capture, manage, and search resources.

-Curates digital content and ensures increased visibility, organization and access to online collections.

-Works with other offices, such as OIT, on knowledge management issues, including records management, archiving, and disposition.

-Monitors records disposition and storage of personally identifiable information (PII).

-Posts documents to agency internal and external websites after ensuring 508 compliance.

-Ensures agency compliance with requirements set by the Office of the Federal Register, and prepares Federal Register notices.

-Manages, tracks, and posts agency delegations of authority.

-Tracks deliverable workstreams for the Office of Management and Budget (OMB) and tracks legislative and budget workstreams.

-Supports the usage and management of knowledge resources and collaboration tools on Microsoft Teams, Microsoft Sharepoint, and eDiscovery platforms.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the mid-range of the NY-02 pay band, which would be at or equivalent to, the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized experience includes assessing the people, processes, content and strategies through which information is collected and providing recommendations for knowledge management and/or records management such as: improving quality, transferring knowledge, conducting after action reviews; using wide range of qualitative and quantitative methods to disseminate data and reports; developing strategies to measure goals/metrics and ensuring flow of information.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

Education

If you are qualifying based on education alone, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education, J.D. or LL.M., if related, leading to such a degree. Such education must be from an accredited institution and demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.
