Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 .

Responsibilities

  • Serves as a warranted contracting officer responsible for oversight and management of all pre-award and post-award functions involving highly specialized procurements
  • Serves as a technical expert on contractual and business matters by providing contracting and acquisition advice to end-users, subject matter experts, program managers, legal advisors and other stakeholders.
  • Serves a the lead negotiator. Plans the negotiation strategy, coordinates and leads the negations which are conducted with contractors to develop the contract prices and terms.
  • Advises the organization on procurement and contract administration matters.
  • Supervises a staff of contracting and procurement professionals.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing and able to pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph and psychological evaluation.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Incumbent must be able to obtain and maintain a Top Secret/SCI security clearance based on a SBI.
  • Periodically, chiefly during periods of crisis, may be required to work overtime or irregular hours.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

To qualify based on your experience, your resume must describe specialized experience which prepared you to do the work in this job. Specialized experience is defined as: Procurement planning; Performing contract administration; Negotiates and develops source selection and contract award documentation; Experience leading a staff of contracting and procurement professionals.
