About the Position:
This position is with the US Army Combat Capabilities Development Command, C5ISR Center, Space and Terrestrial Communications Directorate and located in Adelphi, MD. Position is a Renewable Term Appointment Not to Exceed 6 Years and may be extended indefinitely in increments of up to 6 years or may be made permanent at the discretion of management.

Responsibilities

  • Lead and oversee operational and support staff analyzing, designing, developing, and implementing defensive cyber operations capabilities in support of Cybersecurity Service Provider (CSSP) operations.
  • Serve as a technical expert, advisor and authority in CSSP operations specialty fields including law, procurement, and similar business programs carried out at the highest levels of the command.
  • Utilize expertise and knowledge of technical guides, security policies, procedures, and best business practices in regard to research and development and operational implementation of cybersecurity capabilities
  • Demonstrate expertise, knowledge, and skill on operational capabilities supporting external reporting entities, such as certification and validation support.
  • Oversee CSSP services such as monitoring, incident response, threat analysis, vulnerability identification and remediation, end point security systems, indicators and warnings, subscriber compliance, and subordinate certifications'
  • Serve as an organizational representative on teams or committees outside the organization developing new policies, approaches or techniques that impact beyond the scope of the organization.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI). Incumbent must be able to obtain and maintain a TS/SCI security clearance/access.
  • This is a testing designated position. Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Temporary Duty (TDY) Travel of more than 20% of the time may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, you must have IT-related experience demonstrating each of the four competencies:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the four competencies, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1)Experience serving as a technical expert in the field of Cybersecurity Service Provider operations (CSSP), having demonstrated a mastery in the field; 2) Experience with Cyber Security Service Provider (CSSP) services such as monitoring, incident response, threat analysis, vulnerability identification and remediation, endpoint security systems, indicators and warnings, subscriber compliance, subordinate certifications, assessment and organizational over sight; and 3) Experience collaborating with cybersecurity research and technology development organizations, as well as industry and academia partners. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-03/GS-13).
