Summary

The incumbent of this position serves as a student trainee in the National Telecommunications and Information Administration (NTIA) performing duties under professional guidance in the Broadband Program Specialist field. The program is designed to provide the incumbent with relevant work and study experience. Assignments are clear-cut and designed to provide basic experience and training in the Broadband Program Specialist field.

Responsibilities

Major duties include, but are not limited to:
  • Assists senior Program Specialists in the areas of broadband policy and program planning and evaluation, and preparation of briefings for management.
  • Provides direct support to senior Program Specialists or supervisory managerial staff by independently collecting, analyzing, and presenting information related to broadband policies
    and programs.
  • Prepares recurring and special reports and summaries from broadband data requiring substantial analysis and interpretation and development of new formats.
  • Drafts summaries, briefs and memoranda on core issues of concern to NTIA, including broadband policy and program issues.
  • Performs a broad range of duties using various computer software programs to perform such operations as updating, revising, sorting, and manipulating data in spreadsheets.
  • Assists NTIA staff by performing internal research and analysis to identify key issues and trends in broadband policy and programs.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employments. You will receive credit for all qualifying experience, including volunteer experience.

Qualification requirements in the vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. To qualify for the GS-07 Student Trainee (Broadband Policy Specialist) position you must possess the following:

Education:

1. One full year of graduate-level education related to public policy or a related field with some course work related that would cover issues related to broadband policy, digital divide/equity, telecommunications or technology.

or

2. Superior Academic Achievement as demonstrated by a bachelor's degree in a curriculum related to public policy or a related field from an accredited college or university with one of the following. NOTE It is your responsibility to ensure your application clearly states how you meet one of the provisions below:
    • A grade point average (GPA) of 3.0 or higher based on a 4.0 scale for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study;
    • A GPA of 3.5 or higher based on a 4.0 scale for required courses completed in a major field of study, or those courses completed in a major field of study during the last two years of undergraduate study;
    • Class standing of upper third of the graduating class in the college, university, or major subdivision of the college;
    • Membership in a national Scholastic Honor Society certified by the Association of College honor Societies, excluding freshman honor societies.

OR

Specialized Experience:

One year of specialized experience at the next lower grade level (GS-05 or equivalent pay band) in the Federal service. For this position, specialized experience is defined as:
  • Participating in research;
  • Drafting reports; and
  • Collecting, analyzing and presenting information.

OR

Combination:

A combination of education and experience.

Education

Definition of Student: Student is defined as an individual currently enrolled or accepted for enrollment and seeking a degree (diploma, or certificate) in a qualifying academic institution, on a half or full-time basis. Half-time is defined by the educational institution in which the student is enrolled. Students do not have to be in actual physical attendance in school, online curriculums are acceptable as long as the school is accredited by the Department of Education.

College Transcript: Applicants must submit a copy of their college transcript that lists college courses, course title, and number of credit hours. A letter from an educational institution indicating acceptance may be used as proof of enrollment for those students who are continuing studies at a new college or university or for those student whose transcripts do not reflect in-progress courses. An official transcript will be required before you can report to duty.

PROGRAM COMPLETION AND CONVERSION: Upon completion Program participants may, at agency discretion, be non-competitively converted without a break in service, to a career or career conditional appointment. There is no guarantee for conversion.

To be eligible for conversion, an Intern or eligible Intern NTE must:
  • Be a United States citizen;
  • Complete at least 640 hours of work experience acquired through the Program while enrolled as a half- or full-time degree- or certificate-seeking student;
  • Complete a course of academic study, within the preceding 120-day period, at a qualifying educational institution conferring a diploma, certificate or degree;
  • Meet the qualification standards for the position to which she or he will be converted;
  • Receive a favorable recommendation by an official of the agency or agencies in which she or he served; and
  • Meet agency-specific requirements, as specified in the Participant Agreement.

The physical worksite for this position is located in Washington, D.C. However, the National Telecommunications and Information Administration is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when we officially move away from the maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.
