Responsibilities

The incumbent serves as a Budget Analyst in the Office of Hearings and Appeals (OHA) Administrative Division, located in Arlington, VA. OHA is comprised of the Office of the Director, the Probate Hearings Division, the Departmental Cases Hearings Division, the Interior Board of Indian Appeals, the Interior Board of Land Appeals, and the Administrative Division. As an employee of the Administrative Division, in addition to the budget analyst duties, the incumbent provides a wide range of administrative services to the supervisors and employees of OHA.

Major duties at the full performance level (GS-12) include, but are not limited to the following:
  • Provides analysis and guidance to senior management in the following budget activities: formulation, justification, execution, and reconciliation.
  • Prepares, reviews, edits, and consolidates annual and multi-year budget estimates for the OHA field offices and programs into a single budget request. Analyzes financial reports from the Federal Financial System to prepare monthly status reports regarding availability of funds and reconciliation reports.
  • Monitors the execution of the budget with different sources of funding, including direct multi-year appropriations, one-year allocations, allotments from different appropriations, transfers of funds from other agencies, reimbursements for services performed, and trust accounts.
  • Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met timely and that funds are available and are properly and effectively used to support OHA program objectives.
  • Incumbent is in charge of the acquisition program for the office and is the approval authority for field office and headquarters purchases. The incumbent is the resident expert on purchasing equipment, supplies, and services from the standpoint of overall office requirements, as well as compliance with procurement policy and regulations.
  • The incumbent performs market research to determine the most appropriate items to meet the needs of the office, develops statements of work that enable vendors to accurately submit quotes for goods and services required by the office. The incumbent ensures that procurement requests are initiated in a timely manner, properly documented, and appropriately approved.
  • The incumbent conducts the necessary research and analysis to prepare a wide range of reports, including procurement, expenditures, travel, and manpower. Ensures that data and other supporting materials are accurate and applies analytical and evaluative methods and techniques designed to find and deliver the information required to meet the needs of management.
  • The incumbent has comprehensive knowledge in administrative matters and is depended upon to provide factual, up-to-date advice on a wide variety of administrative questions. The incumbent researches guidelines and regulations which govern administrative practices of the office and prepares reports and fact finding as required.
  • The Office of the Secretary has determined that the duties of this position is suitable for telework with supervisory approval.

    Salary Information
    GS-11: $72,750 - $94,5818
    GS-12: $87,198 - $113,362

    First time hires to the Federal government normally start at the lower salary range of the grade level.

    Qualifications

    GS-11
    Applicants can qualify for GS-11 by meeting A, B, or C below:

    A. Experience
    To qualify at the GS-11 grade level, you must have at least one FULL year specialized experience equivalent to at least the GS-9 grade level. Specialized experience is experience that equipped the applicant with particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as: preparing short range budget requests for an assigned organization(s), including preparing necessary justifications.
    B. Substitution of Appropriate Education for Experience
    You may substitute education (education that is directly related) for experience at the GS-11 level if you have achieved: a Ph.D. or equivalent doctoral degree
    -OR-
    3 full years of progressively higher level graduate education leading to such a degree
    -OR-
    LL.M., if related
    C. Combination of Education and Experience
    A combination of education and specialized experience, which when combined, equal 100% of the qualification requirement. Only directly related education in excess of the first two years of progressively higher level graduate education toward a doctoral or the equivalent graduate degree may be used toward this combination. (example: 2.5 years in a doctoral program (50%) plus 6 months of specialized experience (50%)=100%)

    Applicants must meet the specialized experience requirements to qualify for GS-12.
