Class Description THIS IS A NON-CIVIL SERVICE POSITION MAYOR'S OFFICE OF HOMELESS SERVICES PROGRAM COMPLIANCE SUPERVISOR (Housing Assistance Program Supervisor) Baltimore City Mayor's Office of Homeless Services MOHS) is seeking a dynamic professional who will serve as a leader and team member who embodies the values of collaboration, innovation, integrity, empowerment and data-driven results. This position is responsible for oversight of the staff and operations of the Housing Opportunities for Persons with AIDS (HOPWA) program and reports to the Agency's Deputy Director. This position requires strong alignment with the MOHS mission, values, and strategic vision, as well as demonstrated success, sound judgement, and flexibility working in a complex and fast-paced environment. Responsibilities of the position include but are not limited to: * Provide direct oversight to individual service organizations within the city and the Eligible Metropolitan Area (EMA) which includes the six surrounding counties of Anne Arundel; Baltimore; Carroll; Harford; Howard; and Queen Anne to assist them to meet contractual requirements as outlined for the Housing Opportunities for Persons with AIDS (HOPWA) program. * Provide leadership, supervision, and oversee the operations of assigned department/unit in accordance with the organization's policies and applicable laws, including: interviewing, hiring, training employees; planning, assigning, and directing work; appraising employee performance, rewarding and coaching; addressing complaints and resolving concerns. * Conduct audits and site monitoring visits of individual sub-grantee organizations funded through the agency to determine impact, cost effectiveness and conformance with contract terms, program rules, regulations and guidelines; provide training and technical assistance as needed; assist programs to identify resources and enhance program services; assist with preparation of monitoring reports to program funding sources and other applicable stakeholders. * Monitor spending patterns and review monthly expenditures and supporting documentation to ensure costs are allocable, allowable, and eligible. * Database management to track specific data / trends and evaluate the effectiveness of service delivery. * Review, analyze, approve, and write complex reports and memoranda, including annual progress reports for submission to funding sources and stakeholders, and corrective action plans to Deputy Director for review and approval. * Assist in the development of the strategic planning process and develop appropriate operational outcomes while implementing departmental priorities. * Advise superiors on program performance and make recommendations on their suitability or retention of work on renewed or new contracts. * Provide input into program development and planning, including grant writing as appropriate. * Represent the organization in community forums in an effort to form cohesive partnerships. * Perform other related duties as assigned. Knowledge, Skills and Abilities: * Knowledge of the principles and techniques of administration, administrative practices and methods, including but not limited to homeless program administration, planning and budgeting. * Knowledge of organizational structure, staffing patterns, and administrative controls. * Knowledge of the Consolidated Planning Process. * Knowledge of HUD systems (IDIS, eCon Planning Suite, etc.); HAPPY database (Baltimore City); State and Federal HOPWA policies and procedures, agency policies. * Computer skills; including spreadsheet development, Microsoft Office, etc. * Ability to manage multiple projects and priorities. * Ability to evaluate program policies and procedures; apply and interpret rules, regulations and procedures. * Ability to prepare detailed statistical and narrative reports, evaluate data, compare data to existing standards, investigate situations and extract and organize facts. * Database management to track specific data / trends and evaluate the effectiveness of service delivery. * Ability to develop criteria to identify program goals and objectives. * Ability to develop and maintain record, data collection and reporting systems. * Ability to write clearly and effectively; must be a self-starter with sound judgment and high communication skills. * Ability to deal effectively with government officials and personnel, representative of private organizations, community groups; ability to establish and maintain effective working relationships with co-workers, the general public, clients, and others. * Ability to maintain the confidentiality of sensitive information * Outstanding knowledge of reference and research methods and techniques in collecting, compiling, and organizing data. * Outstanding knowledge of complex analytical principles and techniques. * Work must be timely and attention to detail is necessary. * Competent working with Microsoft Office(R) and communicating via email and other related communications platforms. Education and Experience Requirements: Requirements - Bachelor's degree from an accredited college or university and five years of experience in program evaluation, planning or supervision, the collection, analysis and evaluation of program processes, policies and procedures; career experience in social services supportive housing, or work with persons with disabilities. This is a full-time non-civil service position with a salary range of $77,608 - $124,063 and a comprehensive health benefits package and retirement plans.
