This position will be located in Dulles, VA.Position Summary / ResponsibilitiesDesigns manufacturing processes, procedures and production layouts for assemblies, equipment installation, processing, machining and material handling. Designs arrangement of machines within plant facilities to ensure most efficient and productive layout. Designs sequence of operations and specifies procedures for the fabrication of tools and equipment and other functions that affect product performance. Adapts machine or equipment design to factory and production conditions. May incorporate inspection and test requirements into the production plan. Inspects performance of machinery, equipment, and tools to verify their efficiency, and investigates and initiates corrective action of problems and deficiencies to ensure product quality. Develops manufacturing processes that are applicable to statistical process control, and may develop those techniques. Provides guidance to engineering regarding design concepts and specification requirements to best utilize equipment and manufacturing techniques. Ensures processes and procedures are in compliance with regulations.The manager will coordinate the daily operations of a team or work unit (direct supervision of the staff, assignment of work, schedules, day-to-day workflow, and operating costs).Job ScopeManages a segment of a program or a function. Responsible for the direct supervision/management of the staff. Responsible for providing objective-oriented direction to subordinates utilizing mgmt guidelines & general policies. Conducts briefings and participates in technical meetings for internal external representatives concerning specifics operations.Essential Functions include but not limited to:Oversees and manages all operational aspects of a (one or more) manufacturing and/or production area(s)Responsible for the safety of the employees, delivering quality products on time and within customer cost targets, as well as continuous improvementProvides leadership direction of design and process development, production, operations, engineering, test and Quality Assurance functionsManages and presents status on cost, schedule and performance for all projects within the areaAssesses issues and develops mitigation plans to meet productivity, quality, cost, and delivery goalsProvide Manufacturing and Industrial Engineering support & processes that ensure program milestones and performance goals are achieved, including an affordability deployment strategy that provides for the achievement of long range program goals. Provide technical input supporting program and production plans, proposals and initiatives. Coordinate the development and maintenance of manufacturing schedules and plans to ensure adequate labor, facilities, equipment, tooling, and materials are available on time to ensure customer requirements are met. Analyze and provide recommendations for the acquisition of capital assets and related funding allocations. Direct the development, release and maintenance of manufacturing requirements and work sequence plans, consistent with program scheduling objectives. Develop and maintain applicable labor and resource requirements plans and utilization reports. Provide variance analyses, corrective action plans and process improvements for poorly performing processes. Utilizes advanced engineering methods and models to develop optimal process designs and efficient utilization of resources. Analyzes and designs value stream, including capability, capacity (eg, make/buy, supplier selection, risk analysis, supplier performance), throughput, work flow and logistics. Provide for the personnel development and training of personnel so that critical skills and resources are available as vital to support current and projected Integrated Product Team requirements. Ensure cost effective application of Manufacturing and Industrial Engineering processes. Maintain sufficient documentation of these processes to enable application consistent with policies. Administer to Manufacturing and Industrial Engineering employees; including performance reviews, merit increases, promotions, skills inventory and personal resources. Perform to functional and program budget and schedule requirements.Analyzes and designs sequence of operations and work flow to improve efficiencies in plant and production facilities and equipment layouts; and establishes methods for maximum utilization of production facilities and personnel. May establish or assist in establishing accident prevention measures and may manage training programs for personnel concerning all phases of production operations. Conducts studies pertaining to cost control, cost reduction, inventory control, and production record systems. On the basis of these studies, develops and implements plans and programs for facility modifications and revisions to operating methods.
