About the Position:

Reporting to the Vice President for Finance , the Assistant Vice President and Treasurer is a pivotal position leading all aspects of the University's Treasury Management Department, newly established in 2021. The Treasurer will support treasury management operations focused on strategic planning and performance measurement. The Treasurer has oversite of operational cash, e-commerce, debt, capital, and liquidity for the university, providing financial leadership and stewardship for university resources. The Treasurer will establish and lead the cash, debt and investment functions for the University and will have management oversight responsibilities for the day-to-day operating cash activities, short-term assets and longer-term investment funds while maintaining adequate liquidity. In addition, the Treasurer will be responsible for establishing and reporting on the long-term investment portfolio. The Treasurer provides leadership for all aspects of debt issuance and management, as well as establishing financing plans which support the 10 year Capital Plan which supports our Master Plan and other financings.

Leading a team of 3-6, the Treasurer will develop processes and policies and manage the resources of the treasury management function including identifying, evaluating, and implementing a Treasury Management System (TMS), as well as work closely with leadership across the university, bond counsel, financial advisors, bankers, rating agencies, investment advisors and auditors.

Position Responsibilities:

  • Establish and manage the investment of all University operating cash activities, short-term assets and long-term investments including bond proceeds issued for capital projects and cash receipts pending transfer to State Treasury. Oversee e-commerce operations across the university.
  • Develop the new treasury management function and create policies and procedures that provide strong internal controls and demonstrate stewardship over cash management and investment management activities. Ensure procedures and strategies for investing University funds conform to State and Federal laws and regulations.
  • Provide relevant cash analysis and ensure that sufficient funds are available to meet ongoing operational and capital investment requirements. Establish efficient cash and liquidity reporting capabilities to monitor compliance with policy and applicable laws and regulations.
  • Propose and monitor investment strategies to increase the University's long-term financial stability and increase investment income to support the University's operating budget. Track and report on investment performance and risk related to the University's investment activities and performance targets.
  • Work in concert with the University's financial advisor to develop long-range debt and capital plans in order to manage the University's credit ratings, cash, debt, and liquidity resources.
  • The current portfolio includes $24M of assets, with planned portfolio increases including short-term investment of daily cash receipts to be transferred to the Commonwealth on a one-week lag basis under Tier 3 autonomy.
  • Lead various University initiatives and strategic projects related to treasury management functions and engage in policy, institutional development, and strategic planning discussions with University leadership as appropriate. Make recommendations to senior management for type, timing, and amounts of financing to meet University operating and capital cash needs.
  • Develop forecasting models that project cash positions for current and future years based on the results of analysis of significant activity and trends. Evaluate capital project investment requests and projected impact on cash flow and liquidity.
  • Identify, evaluate, and implement the installation of Treasury Management System for cash and investment management in addition to debt management and internal lending.
  • Manage investment advisory and banking relationships, and oversee the opening and closing of University bank accounts. Initiate and review proposals for investment advisory and banking services; negotiate new services or remove existing services as needed.
  • Manage an approximately $466 million outstanding debt portfolio and the future issuance of all University debt, minimizing risk and cost, while increasing overall flexibility and stability.
  • Direct all new debt issuances including the preparation of materials required to issue new debt, rating agency presentations, and other supporting analysis to support the agreed upon structure of the debt issuance.
  • Work with internal and external counsel and financial advisors to prepare and review debt issuance documents such as financing plans, board resolutions, official statements, bond tax certificates, and other documents related to the issuance of debt.
  • Manage, create, and update the University's debt capacity and capital budget projection model and related debt management systems. Fiscal Services uses Synario financial modeling software for this purpose and works closely with the Office of Budget and Planning to continuously maintain and update its models.
  • Manage and administer the University's central bank and internal lending processes including the preparation of internal financial statements, management reports, and internal accounting processes.
  • Provide strategic financial and transactional advice and assistance to the VP for Finance and executive leadership team related to the selection, negotiation, and execution of new and existing public-private partnership and asset monetization undertakings. Conduct thoughtful and thorough analysis that lends credibility to recommendations.
  • Responsible for high level financial management oversight and financial negotiations with Mason's development partner for the new Arlington building.
  • Prepare and present complex financial information executive leadership, including special reports, studies, and analysis as requested.
  • Communicate effectively, professionally, and responsibly with all stakeholders and partners.


Required Qualifications:


The successful candidate will be expected to fulfill leadership and mentoring responsibilities that provide equitable and inclusive working environments to the staff they supervise and the faculty, staff, and students they work with. Working with and through others, the successful candidate is expected to demonstrate the following skills and qualifications:

  • Master's or other advanced degree in accounting business, management, or finance preferred; equivalent combination of Bachelor's degree in accounting, business, management, or finance required and experience may substitute for the advanced degree.
  • Relevant Investment / Financial Professional designations/certifications (e.g., CTP, CFA,) also preferred.
  • Minimum of 10 years of progressively comprehensive experience in a wide range of Treasury functions including working capital management, cash management, banking, debt management, investment portfolio management and performance reporting, as well as supervisory experience.
  • Experience in higher education, banking, consulting, or other large, complex environments with multiple revenue streams (including state support) is preferred.
  • Superior analytical ability, including experience with advanced financial models, not limited to analysis of operating cash flow, investment alternatives & performance, cost/benefit of funding alternatives. Proven ability to analyze complex financial information, develop conclusions and make recommendations.
  • Must possess a strong understanding of capital markets and business fundamentals. A thorough understanding of financial and accounting practices pertaining to governmental and not-for-profit organizations is preferred.
  • Demonstrated ability to establish and maintain processes, procedures, and related policies for treasury services. Knowledge of and ability to keep abreast of changes, technology advances, and state and Federal regulations and legislation that impact treasury management. Experience with developing proforma financial information, investment performance summaries and Board level presentations and reports.
  • Must possess demonstrated experience related to the principals, practices, policies, and laws related to the management of public fund investments and investment policy statements. Must have knowledge of the Virginia Investment of Public Funds Act, the Virginia Security for Public Deposits Act, the Virginia Uniform Prudent Management of Institutional Funds Act, and/or similar policies and state regulations.
  • Demonstrated transactional experience is necessary in public finance, including capital market bond transactions, public-private partnership transactions, bank financings, commercial paper, derivative products, and similar credit products.
  • Demonstrated experience is highly desirable in managing a central bank comprised of the University's external borrowings, internal loans receivable, and associated investment assets.
  • Demonstrated experience is necessary in managing compliance systems related to federal tax regulations for tax-exempt bonds, private use, debt issuance and other compliance matters.
  • Must possess demonstrated experience in reviewing and understanding legal agreements related to debt issuance, investments, and similar transactions, working with bond/legal counsel to draft transactional documents.
  • Extensive experience with Treasury Management Systems (Workstations) - identifying, evaluating, and implementing of systems / workstations.
  • Demonstrated ability to build, maintain, and grow a variety of cooperative and collaborative working relationships with both internal and external stakeholders and represent the University with external parties, including Virginia state government, in a professional and ethical manner.
  • Must possess strong leadership, team building, analytical and interpersonal skills with the ability to plan, direct and manage projects, managing multiple tasks simultaneously to meet deadlines.
  • Must demonstrate the ability to prioritize and work independently, utilizing Treasury Services team members, members of other Mason offices, and outside parties to timely complete large, complex projects and transactions.
  • Excellent oral, written and verbal communication skills along with a keen attention to detail are necessary.
  • Proficiency with Excel, Word and PowerPoint required; experience with Banner accounting systems is preferred.
