This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for Serving as the primary Computer Engineer/Computer Scientist in the Nuclear Technologies Integration Division in support of the Systems Integration portfolio.

Responsibilities

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a Interdisciplinary Computer Eng/Comp Sci at the GS-0854/1550-13/14 some of your typical work assignments may include:
  • Responsible for the planning, technical direction, fiscal control, management, and support of the Systems Integration portfolio for the integration and transition of Systems Integration portfolio capabilities to the existing and future Command, Control and Communication (C3) tactical to strategic environments (Tactical Android Toolkit (TAK), Joint All-Domain Command and Control (JADC2), Integrated Early Warning (IEW), etc.) and wargaming (One Semi-Automated Forces (OneSAF), Joint Semi-Automated Forces (JSAF), Joint Integrated Contingency Model (JICM), etc.) interfaces and capabilities in support of the full spectrum of nuclear operations, wargaming, and assessments.
  • Subject matter expert for R&D software systems, modeling tools, data analytics and application development, integration, test and transition methodologies and processes; for cloud platform integration of system, modeling tools, data analytics and applications methodologies and processes; for DevSecOps, agile and other cutting edge software development methodologies and processes.
  • Seeks opportunities for joint programs with other agencies and to form teams with other DTRA elements to enhance developing, testing, and delivering integrated, resilient system integration solutions to meet required warfighter missions while minimizing duplication of effort.
  • Exercises overall responsibility and management for the RD-NTI requirements effort, to include coordinating, collaborating and meeting with internal and external customers for RD-NTI.

Qualifications

You may qualify at the GS 14 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
  • Extensive experience in leading, managing, planning or overseeing complex and diverse Research, Development Test, Evaluation and Assessment Efforts within nuclear system integration and software development modeling & simulation (M&S) capabilities within the cloud, micro-services and DevSecOps technologies and processes.
  • Extensive experience in leading, managing, planning or overseeing integration and transition of system-level capabilities to existing and future Command, Control and Communications (C3) tactical to strategic environments and service / CCMD level wargaming interfaces and capabilities in support of full spectrum of nuclear operations, wargaming and assessments.
  • Extensive experience in the planning, management, development, analysis or evaluation of R&D software systems, modeling tools, data analytics and application development, integration, test and transition methodologies and processes.
You may qualify at the GS 13 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Experience in leading, managing, planning or overseeing Research, Development Test, Evaluation and Assessment Efforts within CBRN system integration and software development modeling & simulation (M&S) capabilities within the cloud, micro-services and DevSecOps technologies and processes.
  • Experience in leading, managing, planning or overseeing integration and deployment of system-level CBRN capabilities to the existing and future Command, Control and Communications (C3) tactical to strategic environments and service / CCMD level wargaming interfaces and capabilities in support of full spectrum of CBRN operations, wargaming and assessments.
  • Experience in the planning, management, development, and deployment of R&D software systems, modeling tools, data analytics and application development, integration, test and transition methodologies and processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0854/1550, series as listed below:

A. For the 0854 Series Degree Engineering. To be acceptable, the program must (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships) (c)fluid mechanics, hydraulics; (d) thermodynamics (e) electrical fields and circuits; (f)nature and properties of materials (relating particle and aggregate structure to properties) and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following. 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, maybe accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

For the 1550 Series This series includes professional positions which primarily involve the application of, or research into, computer science methods and techniques to store, manipulate, transform or present information by means of computer systems. The primary requirements of the work are (a) professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations; (b) specialized knowledge of the design characteristics, limitations, and potential applications of systems having the ability to transform information, and of broad areas of applications of computing which have common structures, processes, and techniques; and (c) knowledge of relevant mathematical and statistical sciences. Basic Requirements Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Evaluationof EducationApplicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.

Substitution of education may not be used in lieu of specialized experience for this grade level.
