Summary

This position is part of the US International Development Finance Corporation, Office of Information Technology.

This position is the Senior Director for Applications Development. The incumbent exercises broad responsibility for all aspects of the development, modernization, and enhancement of systems and software that directly support the DFC mission.

Responsibilities

  • This position is responsible for the software development, data architecture, modeling, design and development of data warehouse and analytics solutions.
  • Collects input from stakeholders to develop DFC's Business Intelligence/Enterprise Data Warehouse strategy and makes recommendations for current data repositories, enterprise application landscape and architecture with a "cloud first" approach.
  • Conducts system development and maintenance, including problem analysis, project formation, system design, software selection and purchasing, programming, cost analyses, feasibility studies, testing, documenting, and user training.
  • Reviews and approves project schedules with a focus on resource utilization and timing, system analysis, application software development methodologies, and IT software security in support of automation systems, services and facilities.
  • Consults with customers to identify software/hardware requirements (including business and technical requirements).
  • Translates IT systems requirements into applications prototypes; analyzes alternatives, and recommends solutions relating to the complete life cycle for information systems and information systems components.
  • Applies engineering technology, methods, techniques, principles, and concepts to establish optimal system performance with security safeguards.
  • Develops or reviews requirements and specifications for systems that meet business automation requirements involving complex or intricate issues or problems.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

You may qualify at the GS-15 level, if you fulfill the following qualification requirements.

Applicants for this position must meet the GS-2210 requirement AND the specialized experience requirement.

GS-2210 Requirement:
Individuals must have IT-related experience demonstrating each of the four competencies listed below. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
    Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Specialized Experience: You must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-14 level in the Federal service. Specialized experience is defined as experience that is directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position.

Specialized Experience serving as a supervisor of an Application Development Team with multiple direct reports and experience serving as an Application Developer performing the planning, implementation, management, and coordination of full systems life-cycle activities and resume must demonstrate direct experience with enhancing and configuring one of the following applications and/or frameworks; Salesforce Lightning, and/or Oracle Federal Financial's.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Education

Education cannot be substituted for specialized experience at the GS-15 grade level.
