Responsibilities

This announcement provides the opportunity for a reassignment/promotion to the position of Data Analyst position in the Research and Insights Solution Center located in Arlington, Virginia.

Do you enjoy gathering, organizing, and analyzing data to help solve problems and drive insights? Our Analytics group offers the opportunity to drive value to the organization by designing, developing, and adapting mathematical, statistical, econometric, and other analytical solutions for our audit, investigation, research, and support functions. The OIG relies heavily on our data analytics to make informed decisions as well as helping teams effectively and efficiently conduct their work.

The Research and Insights Solution Center is the chief data and research component of the OIG, comprised of data scientists, data analysts, programmatic subject matter experts, geographic information system professionals, research specialists, economists, and public policy analysts. The analytics program areas consist of:
  • Mail Operations focuses on all aspects of the OIG's work related to the mail network, to include internal mail theft, illegal distribution of narcotics though the mail stream, and mail processing and delivery effectiveness.
  • Financial Operations focuses on all aspects of the OIG's work related to contract financial and contract fraud, waste, and abuse schemes.
  • Health Care Operations focuses on all aspects of the OIG's work related to both claimant and provider fraud, waste, and abuse schemes.

The Data Analyst will analyze both internal and external data, and apply their comprehensive and expert knowledge to advise RISC on needs, operational impacts, strategic objectives, and other related issues.

  • Leverages USPS and 3rd party data sets to identify trends, risks, significance, and appropriate solutions for complex issues that involve major areas of uncertainty in approach, methodology, or interpretation.
  • Develops and applies statistical, mathematical, or numerical analysis of data collected in support of audits and investigations.
  • Designs, develops, synthesizes, and displays quantitative data using interactive reports, dashboards, and visualizations. i.e., (Excel, SAS, PowerBI, R, Python, etc.)
  • Develops and maintains a wide range of data products such as business intelligence reports, data visualizations, infographics, etc., by applying skills in understanding technical concepts, including data analytics and business intelligence software.
  • Researches, designs, develops, adapts, and enhances analytical and reporting solutions using a range of analytics techniques, methods, and tools; makes recommendations regarding how data is collected, used and managed.
  • Completes support requests. Interacts with and maintains effective working relationships with individuals, business stakeholders and subject matter experts to understand problems and needs.
  • Creates appropriate documentation that allows stakeholders to understand the steps of the data analysis process and duplicate or replicate the analysis if necessary.
  • Develops and reviews written materials (such as reports, special analyses, proposals) and presentations to convey information, make recommendations and improvements concerning complex programs and functions to internal and external audiences, demonstrating varying levels of understanding of the organization's programs and activities.

Career Development Opportunities

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Journey Band level, equivalent to a GS-9 to GS-13. The salary range for this position is $60,129.00 - $134,798.00. The salary figures include locality pay. Promotion potential to a GS-13 at management's discretion.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
  • Bachelor's degree from an accredited college or university.

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Knowledge of data analytics theories, principles, concepts, methods, and techniques sufficient to conduct complex analyses.
  • Skill using a variety of tools and languages to complete research and data analysis i.e., (SAS, Esri, SQL, Python, R, etc).
  • Demonstrated experience with database platforms to include Oracle and Teradata.
  • Skill using data visualization tools such as PowerBI.
  • Ability to convert business requirements into meaningful and explanatory visualizations.
  • Ability to express and present ideas regarding complex topics to the team through both written and oral communications.

You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
