Summary

This position is located within the Department of Defense (DoD), Defense Counterintelligence Security Agency, Adjudications, Fort Meade, MD.

The incumbent provides program management support to develop, execute, and maintain a complex adjudication web-based knowledge management center/initiative to support current policies, processes, procedures and practices, Trusted Workforce 2.0 constructs and beyond.

Responsibilities

As a PROGRAM SPECIALIST (KNOWLEDGE MANAGER) you will be responsible for the following duties:
  • Provides program management support to develop, execute, and maintain a complex adjudication web-based knowledge management center/initiative to support current policies, processes, procedures and practices, Trusted Workforce 2.0 constructs and beyond.
  • Recognizes and documents gaps in information and knowledge products and services. Analyzes information/knowledge flows within the organization and information/knowledge exchanges with external partners.
  • Identifies enhancements to information availability and retention and develops a comprehensive course of action to improve information exchange and resolve deficiencies.
  • Creates information/knowledge maps and effectively executes an agenda for organizational change.
  • Develops, leads and oversees documentation efforts to best optimize KM products/capabilities to support adjudicators in furtherance of the mission.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-11) in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Conducting high level briefings for senior management officials where analyses are presented, along with conclusions and recommendations; planning, initiating, monitoring and controlling, and closing projects of agency wide importance; mastery of PMI (Project Management Institute) Program Management methods as well as Agile Software development/Lean principles and practices; mastery of facilitation skills capturing customer requirements; Expertise in facilitation of high-level group analytic sessions to include skills in resolving conflicts and achieving consensus.

Specifically you will be evaluated on the following competencies:

2. Creative Thinking: Uses imagination to develop new insights into situations and applies innovative solutions to problems; designs new methods where established methods and procedures are inapplicable or are unavailable.

4. Strategic Thinking: Formulates objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.

5. Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
