Responsibilities

The Department of Program Services is seeking a self-motivated Attorney Advisor in the Court Services Office (CSO), Policy Staff. The incumbent of this position will be responsible for providing legal and staff support to the Administrative Office (AO) and to the Judicial Conference Committee on court administration and case management.

The duties of this position include, but are not limited to:
  • Providing staff support to the Committee and its subcommittees, including conducting in-depth research and writing agenda items for consideration by the Committee and the Judicial Conference.
  • Preparing and making oral presentations on issues within the Committee's purview at Committee and subcommittee meetings.
  • Researching issues and preparing testimony for congressional hearings.
  • Preparing and making presentations to court advisory groups and court executives.
  • Researching and analyzing policy and legal questions arising from staff in Court Services, court executives, judges, and the public, on issues within the purview of Court Services. Developing written and oral responses to issues.
  • Providing legal and policy research, drafting responses to congressional, judicial, and general correspondence, preparing studies, and writing reports for the AO.
  • Researching legal and policy issues, conducting studies, and writing reports on issues that fall within the Committee's jurisdiction, such as court governance and case management.
  • Working with other offices within the AO to analyze legal, statistical, and policy information relating to courtroom usage and preparing memoranda and reports on the issue for judges and AO staff.
  • Working with the AO's Statistics Division to evaluate and interpret case management statistics and effectively presenting this data to the Committee.
  • Working with other program offices within Court Services, as well as the budget administration programs and proposals in light of the judiciary's cost-containment efforts.
  • Researching, analyzing, and proposing policy initiatives on a wide array of issues of interest to the federal judiciary.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Bar Membership : Applicants must currently be an active member in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico or a federal court of general jurisdiction. Applicants are responsible for citing minimum qualifications such as J.D. and bar membership information (institution name, state(s) for bar, and dates) on their respective resumes. Failure to supply details will constitute an incomplete application. All qualification requirements must be met by the closing date of this announcement.

    Post J.D. Experience : Applicants must also possess at least 3 years of post J.D. experience.

    Specialized Experience : Subsequent to graduation from law school, applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience for this position is demonstrated experience providing expert legal and operational advice to federal and/or state judges, court executives, and/or court staff; researching legal and policy issues, conducting or overseeing studies, and writing reports; analyzing and proposing policy initiatives.

    Education

    Applicants must possess a law degree (J.D.) from a law school accredited by the American Bar Association (ABA). Qualifying education must have been obtained from an accredited college or university recognized by the Department of Education.
