Summary

The applicant is to fill the Deputy to the Superintendent position and fully share the direction and all phases of the Park's program elements and workload, which includes the management, administration, interpretation, program development, operation and maintenance of Rock Creek Park.

Responsibilities

  • Responsible for coordinating the activities of subordinate managers, guiding the direction of their efforts, setting priorities, allocating resources, setting standards, evaluating performances, stimulating extra efforts and otherwise maintaining an effective organization with active programs serving the public interest and mandates of higher authorities. The incumbent shares full responsibility with broad latitude for exercising independent action. In addition to sharing the Superintendent's responsibility for Management, planning, and direction of the entire Park Operations, the incumbent oversees day-to-day operations exercising line of authority over the Maintenance Division, Resource Management Division, Interpretation, Education, and Community Engagement Division, and the Park's Safety Officer.
  • Perform advisory, coordinating, and review functions in developing annual goals and objectives for the Park, as well as development and review of the basic operating programs, keeping in mind the public interest vs. National Park Service policy, resources, and facilities.
  • Identify needs and recommends policies, programs, and standards on a wide variety of Park management activities including resolving complaints or criticism of the Park's operations, recommending, and implementing changes in services or facilities provided to the public.
  • Formulate or modifies plans, systems, or concepts which are applicable to the diverse parkway or program activities or situations that arise in order to improve park operations. The incumbent research and probes unusually complex and controversial problems that affect the operations of the park, determines the nature or gravity of such problems, and provides solutions to the Superintendent.

Time-in-grade requirements must be met by the closing date of this announcement.   • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 1-3 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.


Qualifications

All qualifications must be met by the closing date of this announcement-10/18/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

To qualify for this position at the GS-14 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: technical or administrative work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations; facilities management including oversight of work requiring knowledge of engineering principles, construction methodologies, data and project management, the integration of work across multiple divisions; oversight of safety and health of employees. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The majority of the work is in an office environment; However, there is some physical exertion such as frequent walking or hiking during park inspections. Incumbent can expect to work on some evenings and weekends as required by the schedules of various public groups.

Working Conditions: Most work is performed in an office setting, but there is some exposure to outside elements, particularly during emergency conditions. Rock Creek park is located in Washington, DC, and incumbent will be exposed to all environs of the city to meet with constituents, inspect park areas, attend functions, etc.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
