The supervisor is James Heck.

This position is Bargaining Unit.

Responsibilities

The successful candidate will perform the full range of Building Management Specialist duties for the branch.

Such duties include but are not limited to:
  • Provides direct support to the project officer for the management of the Operations and Maintenance contract for the headquarters buildings and lease management of the NRC-leased buildings.
  • Coordinates these efforts with the cognizant contract specialist and budget staff as necessary. Informs management of any anomalies in the operations of these buildings.
  • Maintains records associated with building services calls, preventive maintenance, building plans and specifications, moderations projects and other facilities related issues.
  • Performs timely and thorough quality assurance inspections in conjunction with the commercial facility management contracts for operations and maintenance.
  • Makes recommendations for changes in energy usage at the complex based on these analyses
  • Provides support in the preparation of NRC's Annual Energy Report to Congress
  • Prepares quality assurance reports for management summarizing inspection findings; recommends correction actions.
  • Evaluates energy consumption at the White Flint North complex and develops associated trend analysis.
  • Provides a wide variety of support services for the Facility Management Branch including performing health and safety inspections, preparing work statements, developing independent government estimates (IGEs), performing cost analysis and market study and performing technical research in support of facility engineering and management initiatives.
  • Evaluates data generated from the service call system. Prepares trend analysis reports including recommendations to management on corrective actions needed to mitigate or eliminate recurring problems. Evaluates contractor response time to service requests.
  • Investigates specific occupant concerns regarding facility management problems and reports to management on findings.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as knowledge of the principles, theory and techniques of the facility management field sufficient to assist in the preparation of a wide variety of studies and duties associated with the oversight of a federal government facility.

A description of how you possess the specialized experience as well as how you meet the qualifications desired in an ideal candidate should be addressed in your resume and in the additional space provided for supplemental response.

The ideal candidate will be able to demonstrate the following:

1. Broad knowledge of the principles and practices of project management and contract administration to effectively oversee an Operations and Maintenance (O&M) contract and a contractor staff who performs a wide variety of technical, administrative, QA/QC and logistic facility support activities. This would include assisting in the planning, preparation, and coordination of activities of contractors or others involved in facilities operations to assure that delivery of products and services are responsive to the Agency's needs.

EXAMPLE: Describe specific education, training, and experience that demonstrates knowledge of project management, contract administration, and the principles and techniques of facilities management to plan, direct, organize, control, and coordinate activities of an O&M contractor or other personnel to assure that functions interface as necessary for "high quality" delivery of products and services. Include specific examples of work assignments.)

2. Knowledge of general engineering disciplines and practices to evaluate whether government property is being properly maintained and modified. This includes the ability to monitor the technical performance of contractors or others in the areas of building equipment operations and maintenance, preventive maintenance, quality assurance programs, energy conservation programs, landscaping, fire and safety measures, and construction techniques.

3. Demonstrated ability to develop and implement cost efficient and effective recommendations for improving facilities operations and solving facilities related problems.

4. Demonstrated ability to communicate both orally and in writing at various organizational levels to resolve divergent points of view, monitor functions of contractors, and present issues and recommendations to management.

Describe the various types and levels of individuals you routinely interact with and for what purposes. Additional information

Although the NRC has operated under full time telework for most staff during the COVID-19 pandemic, the position advertised in this vacancy announcement will not be approved for post-pandemic full time telework and the selectee will be expected to relocate to the stated duty station.

If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
