Summary

This position is located at the Cedar Point Golf Course at the Naval Air Station Patuxent River, Maryland. The incumbent is responsible for the administration/technical and program operations and oversight maintenance of 150 acre Golf Course encompassing 18 holes, and averaging approximately 50-100 rounds per day. The facility includes a Pro Shop, Driving Range and Snack Bar operation.

Responsibilities

Incumbent is responsible for the operation and oversight maintenance of the Golf Course, including but not limited to the following:

Responsible for budgeting/financial plan(s), inventories, cost controls and material requests necessary for operations and course maintenance; prepares reports concerning current and pending projects; maintains safeguards for funds, supplies, equipment and merchandise inventories to preclude or generally minimize fraud, waste and abuse.

Responsible for long-range planning; liaison with Public Works engineers and contractors contributing extensively to redesign and architectural aspects of the course, Pro Shop, and other related facilities; provides advice on renovations and improvements; liaison with Course Superintendent.

Responsible for organizing, scheduling, and conducting tournaments, leagues, and special events; the publicity of such and inter/intramural competition; and coordination with other Golf Professionals on other military installations as well as private golf courses; provides technical advice; interprets rules and regulations.

Instructs individual and group lessons and clinics to men, women, juniors, beginners, and experienced players; responsible for proper collection and accountability of all monies/funds change funds and monies collected from green fees, equipment and cart rentals, golf lessons, and all other service fees or charges and resale operations; plans, organizes work and manages internal resources to ensure maximum productivity and economies.

Conducts frequent inspection of Golf Course facilities and equipment, and supervises all desired improvements; responsible for, through the Golf Course Superintendent, the maintenance and upkeep of greens, tees, and fairways.

Responsible for either personally or through subordinate employees, computing and maintaining and posting handicaps; computing and maintaining individual intramural league players handicaps and posting standing of intramural and varsity golf teams, leagues, and tournaments; close liaison and coordinator with both the men's and women's golf associations.

Maintains records as required in compliance with MWR Department's manual, local instructions, and directives; i.e., records of equipment, supplies, statistical reports, and other various reports. Supervises both administratively and technically, the following personnel: Golf Course Assistant (Pro Shop); Bartender; Recreation Aids; Snack Bar Operator; Food service Worker. Additional summer employees are hired on an as needed basis; averages 3-5 seasonal full-time employees annually.

Responsible for all personnel practices at the Golf Course. Fully supports and effectively contributes to the achievement of DONs and local activity EEO program and objectives. Schedules and approves leave. Recommends personnel actions, selections, promotions, awards, and reassignments. Issues disciplinary actions and employees annual performance evaluations Knowledge of automated timekeeping systems is preferred.

Responsible for the operation of the Snack Bar in an efficient manner, recommending items for procurement; conducts monthly inventories of all resale merchandise and Snack Bar. Additionally, the incumbent is responsible for on-site supervision of the Snack Bar which provides a full-service bar and fast eating facility. Also, special events are performed including full service food operations involving more than fast foods; incumbent, plans, and schedules special activities and coordinate events and catering service with F&B as appropriate; determines the types of quantities of food and beverages to be used for particular functions; reviews costs and reports and coordinates purchase of goods for special activities.

Incumbent provides direct supervision of actual performance of Food Service Workers (2-3 full-time employees); provides on-sight guidance and review of work performance related to special events and service to Golf Course patrons using the facility; ensures facility is staffed for all special events; must be alert to alcohol control requirements (CARE).

Qualifications

Knowledge of full Golf Course management concepts, principles, policies, regulations, procedures, and processes involved in planning, cost managing scheduling, and coordinating the golf program, and the development of administrative procedures related to the maintenance, use, and management of golf programs, projects and facilities.

Comprehensive knowledge of a wide range of federal and DOD/DON MWR policies, requirements and procedures to perform management planning, budgeting and coordinating of work forces and resources for the effective implementation of the golf program requirements; required when negotiating with authorities, patrons and other interested parties on broad programs related to the accomplishment of recreational services and to the operation and use of the facility; knowledge of non-appropriated funds and appropriated funds and the support of each for the budget.

Comprehensive knowledge of turf maintenance and irrigation systems, and the technical aspects of maintaining the condition of the course.

Skill and ability in teaching and instructing the game of golf. Membership in good standing with the Professional Golfers' Association (PGA) is preferred.

Incumbent must possess a high degree of interest and be able to instruct others in promotion of golf activities. Must be in good health and of diplomatic nature, capable of observing the proper military courtesies to military personnel of various ranks and rates.

Knowledge of USGA and PGA rules and regulations pertaining to the game and ability to interpret these rules for patrons utilizing the course.

Knowledge of standardized local MWR practices and procedures concerning patron entitlements; authorized patrons; routine inspections of facility; hours of operation; employee work scheduling; assignments; and other administrative procedures related to the facility.

Knowledge of administrative methods and practices involved in the operation of the Snack Bar facility to perform selected work assignments such as inspection of facility for cleanliness and general sanitation, physical condition of furnishings and equipment, handling patron complaints, and providing assistance to the Deputy MWR Director.
