As a NBE/BE (Payments Risk Analyst), you will serve as a senior staff member in Payments Risk Policy Division working with the Director for Payments Risk Policy and Deputy Comptroller for Operational Risk analyzing bank supervision issues, identifying risks, and recommending new or revised agency policies and guidance on emerging payment issues and risk associated with payment systems.

As a NBE/BE (Payments Risk Analyst), you will:
  • Serve as technical expert to senior management, field staff, other government agencies and the banking industry on operational risk policies and risks associated with payments systems.
  • Identify, monitor and evaluate payments risk issues associated with evolving payments frameworks including operational risks that may impact domestic and international financial institutions.
  • Evaluate the scope of major payments risks policy initiatives and determine the probable effect(s) on supervisory risks and banking operations.
  • Analyze banking and regulatory issues to initiate new or modified payments risk policies/procedures.
  • Develop examination tools and metrics for risk identification and participate in bank examinations and assessment reviews as needed.
  • Report on supervisory and payments system risk issues. Assist in the formulation, development, coordination, and implementation of payment systems policies, guidance, training, and examination practices.

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level or GS-13 in the Federal service. Examples of specialized experience for this position include:
  • Experience examining or auditing a financial institution's payment systems; OR
  • Experience evaluating risks related to payment systems; AND
  • Experience developing or evaluating policies or procedures related to payment systems (examples include settlements and processing, innovative/faster payments products and services); OR
  • Experience providing expertise and advice in forming, developing, and implementing policies, guidance, training, or examination practices related to payment systems risk (examples include but not limited to settlements and processing, innovative/faster payments products and services).

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

  • While Washington DC is the preferred location, Alternate Location Arrangement will be considered per management's needs based on the standards contained in PPM 3110-53.
  • Salary range includes 22.26% geographical pay for Washington, DC.
